SUBJECT: Veterans Parkway Streetscapes - Phase III



INITIATED BY: Planning Department







Recommendation: Approval is requested to enter into a contractual agreement

with the Georgia Department of Transportation (GDOT) to receive funds for Phase

III of the Veterans Parkway Streetscapes project.



Background: This is the final phase of this Streetscapes Project. Phases I

and II were funded under grants from GDOT, with any match requirements provided

by Trees Columbus. This last phase will replicate what was done under the

other two phases, by planting trees and other landscape features; intersection

improvements; and other hardscape amenities. The project limits for this phase

is from 8th Street to Victory Drive.



Analysis: This is the final phase for this project.



Financial Considerations: GDOT, through its Transportation Enhancement

Program, will provide $1,734,040 in funds. A 20 percent match or $433,560,

will be required from Trees Columbus. No city funds will be required.

Additional funds for the relocation of utilities have been secured under

another funded source from GDOT and will require Council approval once the

contract for these funds has been received.



Projected Annual Fiscal Impact Statement: The Public Service Department has

estimated the annual cost for maintaining the trees, medians, and other

landscape amenities at $21,000.



Legal Considerations: The City Attorney has approved this contract as to form.



Recommendations/ Actions: Approval is requested of a resolution authorizing

the City Manager to enter into a contractual agreement with the Georgia

Department of Transportation (GDOT) to receive funds for Phase III of the

Veterans Parkway Streetscapes project.















A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE

GEORGIA DEPARTMENT OF TRANSPORTATION FOR FUNDING OF PHASE III OF THE VETERANS

PARKWAY STREETSCAPES PROJECT.

WHEREAS, Resolution #339-08, as approved by Council, authorized the City to

receive funds from the Georgia Department of Transportation?s (GDOT)

Transportation Enhancement program; and,

WHEREAS, GDOT will provide funding in the amount of $1,734,040 for the

development of this phase, requiring a 20% match, which shall be provided by

Trees Columbus, Inc., in the amount of $433,560, for design services needed for

the proposed improvements prior to the expenditure of any grant funds for this

project; and,



WHEREAS, authorization is needed to amend the Multi-Governmental Fund

by the amount of the grant and the match of $433,560 from Trees Columbus, Inc.;

and,



WHEREAS, authorization is needed for the City Manager to enter into

contractual agreement with GDOT to receive this funding.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to:



1. Accept Transportation Enhancement Grant funding from the Georgia Department

of Transportation in the amount of $1,734,040, along with the required 20

percent match from the Trees Columbus organization which shall not exceed

$433,560 and shall be paid prior to the expenditure of the $1,1,734,040 grant;

and,



2. Amend the multi-governmental fund by the amount of $1,734,040 and $433,560

for the required match.
