I. Call to orderDr. Carroll called the Columbus Board of Health to order at

II. Approval of MinutesDr. Carroll asked if there were any questions or
comments on the previous minutes of Jan. 28, 2009. Dr. Carroll asked for a
motion to approve the minutes. A motion was made by Dr. Lawrence, seconded by
Mr. Hugley and approved by those members present. None
III. Excused AbsencesDr. Carroll stated there is one Excused Absence for the
meeting. Dr. Todd Jarrell was called in to perform emergency surgery.Dr.
Carroll asked for a motion to approve the Excused Absence. A motion was made by
Dr. Lawrence, seconded by Ms. Dozier and approved by those members present.None

V. New BusinessDr. Carroll asked for any New Business. The approval of the
FY2010 Public Health request to the City of Columbus was discussed. Dr. Carroll
asked for a motion to approve the request to the City.Dr. Carroll asked for a

Dr. Carroll welcomed the members of the Muscogee County School Board and asked
for introductions of members as well as others that were present.
Dr. Carroll stated that the Columbus Board of Health was happy to have the MCSC
Board Members present and the goal is to collaborate with MCSC to make the
school district stronger as well as the health
Department in areas that can be enhanced.

VII. District Director?s ReportDr. Koppanyi discussed legislative issues. One
main issue being that public health become a separate department falling under
the Department of Community Health/Medicaid or Mental Retardation & Mental
Health.
Dr. Koppanyi discussed the direct GIA cuts involving the SHAPP Program , Babies
Born Healthy and Family Planning. The closing of the Women?s Health Annex in
Americus is a setback for District 7.
Dr. Koppanyi expressed his appreciation to the school district for their
support in collaboration with public health involving Emergency Preparedness,
the annual DUI Reinactment Event and the cooperation with our District
Epidemiologist when needed.
Dr. Koppanyi discussed briefly the Safe Kids Program which included the
distribution of free helmets and life vests for the children in Muscogee
County.
Dr. Andrews stated that the Governor had abolished the funding for the School
Nurses positions painting a bleak revenue picture for the next school year.

VIII. Nursing ReportMs. Albritton, Nursing & Clinical Director, stated that
the Immunization Audit is done annually at the schools. Scoliosis screenings
are done from the 6th to the 9th grades. Students are referred to a free clinic
where they can be seen by an orthopedist if any problems are found. Also, the
Dental Health Program offers dental sealants for children.
Ms. Mayfield, Nursing Administrator, stated that there is an upcoming
Immunization Fair and Kindergarten Round-Up scheduled for April 20-24th from
8:00am until 4:00pm; no referral is needed and immunizations are given as
needed. Hearing, dental and vision screenings are done for children ages 4 to 6
years of age and other services available for children ranging from 6 weeks to
6 years of age. There are some services for children up to age 18.
Dr. Carroll asked about the meningococcal vaccine and at what times is it
given. Ms. Albritton stated that the vaccine is available in our county
purchased vaccine program. The vaccine is purchased by the county boards of
health not the State. The client pays for the full cost of the vaccine plus a
small administration fee.None
Ms. Mayfield stated that the immunization requirements change so frequently
that she will need to check on the answer for Dr. Carroll regarding the stated
times that the meningococcal vaccine can be given
IX. Financial ReportDr. Carroll introduced Joanne Strickland as the new
Financial Manager for Columbus and Pam Middleton as the new District
Administrator.
