SUBJECT: Sidewalk Variance for Wooldridge Heights Subdivision



INITIATED BY: Department of Engineering







Recommendation: Approval is requested to authorize a variance for the

Wooldridge Heights Subdivision to City Code 7.10 of the Unified Development

Ordinance (UDO) requiring the installation of sidewalks as part of all

residential development.



Background: City Code 7.10 of the UDO requires installation of sidewalks for

all residential subdivision with the exception of streets that do not have curb

and gutter, large lot developments that have lots that are one acre or more and

have an average lot frontage of at least 200 ft., short cul-de-sac streets or

where a separate trail system is provided.



Analysis: Section I and II have been constructed but met the exemption for the

large lot development. The developer now proposes subdividing the remainder of

the property into Sections III and IV in which the lots will no longer meet the

requirements for the large lot development in that the lot widths will average

147 ft. The developer has requested a variance to the requirement for the

installation of sidewalks in that the first sections did not include sidewalks

but will still include the larger lots averaging an acre or more in size.



Financial Considerations: There are no current expenses to the City.



Projected Annual Fiscal Impact Statement: The City will be responsible for

maintenance at the end of the two year warranty period.



Legal Considerations: Variances to the City Codes involving public right of

way require Council approval.



Recommendations/ Actions: Approve the resolution authorizing the variance to

City Code 7.10 of the Unified Development Ordinance (UDO) for the installation

of sidewalks.

















A RESOLUTION

A RESOLUTION AUTHORIZING A VARIANCE FOR THE WOOLDRIDGE HEIGHTS SUBDIVISION TO

CITY CODE 7.10 THAT REQUIRES THE INSTALLATION OF SIDEWALKS IN ALL RESIDENTIAL

DEVELOPMENTS.

WHEREAS, Wright Wade representing the owner Joseph S. Arnold is developing the

Wooldridge Heights Subdivision; and,

WHEREAS, City Code 7.10 of the Unified Development Ordinance (UDO) requires

sidewalk installation in all residential developments with four noted

exemptions; and,

WHEREAS, the proposed Sections III and IV of the subdivision no longer meet the

UDO exemption requirement of an average 200 ft. width for a large lot

subdivision in that the average lot width is less than 200 ft.; and,

WHEREAS, the developer has requested a variance to the requirement for the

installation of sidewalk in that Sections I and II were not required to have

sidewalks having met the exemption for a large lot development at that time and

the proposed lots will average over one acre in size.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That a variance is hereby authorized to Wright Wade representing the

owner for the Wooldridge Heights Subdivision to City Code 7.10 that requires

the installation of sidewalks in all residential subdivisions.
