An Ordinance amending the Zoning Atlas of the Consolidated Government of

Columbus, Georgia; this amendment changes certain boundaries of a district

located on part of the southern portion of 7401 Blackmon Road from SFR1 (Single

Family Residential 1) District to RMF2 (Residential Multi-Family 2) District.



THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY ORDAINS:



That the Zoning Atlas on file with the Planning Division of the

Department of Community and Economic Development be, and the same is hereby

amended by changing the following described property from SFR1 (Single Family

Residential 1) District to RMF2 (Residential Multi-Family 2) District:



All that tract or parcel of land situate, lying and being part of Land Lot 3,

9th District, Columbus, Muscogee County, Georgia, being 13.71 acres and being

more particularly described as follows:



To reach the POINT OF BEGINNING of the property herein conveyed, commence at

the common land lot corner of Land Lots 2, 3, 30 and 31 of the 9th District,

Planning Advisory Commission's Recommendation: Approval based on the fact that it is consistent

with the future land-use map of the Comprehensive Plan and it will not have a

negative impact on the transportation network.



Planning Divisions Recommendation: Approval based on the fact that it is consistent with the

future land-use map of the Comprehensive Plan and it is compatible with

existing land-uses.

Environmental Impacts: The property does lie within a floodway and floodplain area. The

developer will need an approved drainage plan prior to issuance of a Site

Development permit, if a permit is required.



City Services: Property is served by all city services.



Traffic Impact: The proposed project is not expected to have a negative impact on the

transportation network. See Traffic Report.

Reasonableness of Request The proposed zoning classification is consistent with the

future land-use map of the Comprehensive Plan.



School Impact This development could average about 10 to 15 children of various ages.

Elementary age students would attend Midland Academy, which has 404 students

(capacity: 588). Middle School age students would attend Blackmon Road Middle

School, which has 779 students (capacity: 775). High school age students would

attend Shaw, which has 1,094 students (capacity: 1,350).



Buffer Requiremnts

The proposed development shall have a Category B buffer requirement along all

property lines bordered by the SFR3 zoning district. The 3 options under

Category B are:

1) 15 feet with a certain amount of canopy trees, understory trees, and shrubs

/ ornamental grasses per 100 linear feet

2) 10 feet with a certain amount of understory trees and shrubs / ornamental

grasses per 100 linear feet and a wood fence or masonry wall

3) 20 feet undisturbed natural buffer.



Attitude of Property Owners: Thirty-eight (38) property owners within 300 feet were

notified of the rezoning request. The Planning Department received several

comments opposing the rezoning and one comment supporting the rezoning.
