The Board of Elections and Registration Board meeting was held March 6, 2003 at
2:00 p.m.

The Board of Elections and Voter Registration Meeting was called to order by
the Chairperson, Walter J. Wright, Jr.
Motion was made and seconded to accept the minutes of the March board meeting
as presented. Vote was unanimous.
COMMENTS:
The Director told the Board that Josh McKoon, an attorney, came to the office
today. Our City Charter states that we require a two year residency for Mayor
and Council.
Mr. McKoon did some research and felt that the two year residency requirement
is not legal, according to an unofficial opinion from the Attorney General in
1997. The City Attorney was asked if we could get a written opinion from
them. The opinion of the Attorney General states that you cannot require more
than 12 months. We will get an opinion from the City Attorney?s Office on how
this will impact us because we have to know in June what we have to do. The
Board will be given more information at the next Board meeting.
NEW BUSINESS:
Ballot Order ? The Board instructed the Director to order 50%, with ballot
styles, so that they can be intermingled, for the total of registered voters.
OLD BUSINESS:
The Director updated the Board on her budget meeting. We will be able to
retain the one position that was to be eliminated until December. The
committee agreed to the additional equipment and the duplicator. The FY07
budget looks good.
A motion was made to adjourn. Motion seconded. Vote was unanimous.
The Board of Elections and Voter Registration went into Executive Session at
2:45 p.m. to discuss personnel matters.
