STRATEGIC PLANNING SESSION OF FEB. 21, 2008



TO THE CITY MANAGER:



FUND BALANCE:



Have the staff to look at doing an analysis to show how low our fund

balance has dropped because of our cash flow. (Request of Mayor Pro Tem Turner

Pugh)

Let?s also do a bar graph on a monthly basis for a given year to show this

information. (Request of Councilor Baker)



Have the staff to determine whether or not we can do an in-depth detailed

analysis or study where we as the Council, can get a hold on the revenues that

we can expect in the future; and do a five-year projection. (Request of

Councilor Davis)



From an expenditure standpoint, have the staff to look at doing a

forecast of capital items and have a plan or guidelines in place that we can go

by for projected expenditures. (Request of Councilor Davis)

TAX DIGEST PROJECTIONS:



Have the staff to take a closer look at the tax digest projections.

INTERGRATED WASTE FUND:



During one of Council?s Work Session, let?s have the staff to do a

presentation on the Integrated Waste Fund. (Request of Councilor Davis)

REQUESTS FOR FUNDING:



Have the staff to develop a priority list from those key issues that have

been identified by Department Directors. (Request of Councilor Henderson)

PAY FOR PERFORMANCE:



Have the staff to provide a general idea of what we are talking about with

respect to the pay for performance system and provide some examples as to how

this would work. (Request of Councilor Davis)



Have the staff to ask the SHRM (Society of Human Resources Management) to

provide some examples of the Public Safety employees pay for performances

measures that they have available. (Request of Councilor Anthony)



In the evaluation process for pay for performance, let?s consider having a

rater, as well as a reviewer. (Request of Councilor Allen)

FLOOD PLAN MANAGEMENT:



Have the staff to look into having a study done as far as flood plan

Management is concerned. (Request of Councilor Davis)

ROAD PROJECTS:



Have the staff to re-look at Number Four; Whittlesey Road to Double

Churches Road versus Double Churches to Williams Road on the proposed road

priority list for local funding. (Request of Councilor Davis)
