SUBJECT: Request to GDOT- Proposed Roundabouts Spur 22 at Lynch
Rd/Technology Parkway and Spur 22/Macon Road
INITIATED BY: Engineering Department
Recommendation: Approval is requested to adopt a resolution in support
which recommends to the Georgia Department of Transportation (GDOT) to pursue
the design and construction of roundabouts at the intersections of Spur 22 at
Macon Road and Spur 22 at Lynch Road/Technology Parkway and participate in the
maintenance and energy cost related to lighting and maintenance of landscaping
after construction is complete.
Background: The City requested GDOT look at the JR Allen/Beaver Run/Spur 22
corridor for traffic efficiency and safety improvements. The City originally
requested a traffic signal at Spur 22 at Macon Road in order to redirect
trucks currently traveling up Flat Rock Road to this intersection to help with
congestion. GDOT would not approve a signal due to it not meeting warrants.
Staff then requested GDOT consider a roundabout as was recommended in a traffic
study conducted by the City. A request to have a project programmed to
construct the roundabout was submitted to the State Traffic Office in May
2016. In the corridor review it was determined there was a high accident rate
at the Spur 22/Lynch Road/Technology Parkway intersection that is already
signalized. Making changes to the signal would not improve the safety at that
location; thus, it was determined a roundabout would operate more efficient and
be safer than the signal.
Analysis: GDOT is asking for a letter of support for these projects in order
for them to move forward with the process.
Financial Considerations: Both of these projects will be designed and
constructed by GDOT.
Projected Annual Fiscal Impact Statement: The City will be responsible for
lighting maintenance and energy cost and ordinary maintenance of landscaping.
Legal Considerations: Council concurrence for the roundabouts has been
requested by GDOT.
Recommendations/ Actions: Approval is requested to adopt a resolution which
recommends to the Georgia Department of Transportation (GDOT) to pursue the
design and construction of roundabouts at the intersections of Spur 22 at Macon
Road and Spur 22 at Lynch Road/Technology Parkway.

A RESOLUTION AUTHORIZING THE CITY MANAGER EXECUTE THE LETTER OF SUPPORT FOR THE
GEORGIA DEPARTMENT OF TRANSPORTATION(GDOT) TO PURSUE THE DESIGN AND
CONSTRUCTION OF ROUNDABOUTS AT THE INTERSECTIONS OF SPUR 22 AT MACON ROAD AND
SPUR 22 AND LYNCH/TECHNOLOGY PARKWAY AND PARTICIPATE IN THE MAINTENANCE AND
ENERGY COST OF LIGHTING AND MAINTENANCE OF LANDSCAPING AFTER CONSTRUCTION IS
COMPLETE.
WHEREAS, Spur 22 is a state route and regulated by GDOT; and,
WHEREAS, traffic studies were performed to evaluate the corridor for safety and
efficiency with roundabouts being recommended at the identified locations; and,
WHEREAS, GDOT has requested support for the roundabouts as well as covering the
maintenance and energy cost for lighting and landscaping after construction.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute the Letter of Support to
GDOT of the City's concurrence with the proposed Roundabouts as well as
covering the lighting maintenance and energy cost and the landscape maintenance
after construction.
