1 PROCLAMATION:
Have the staff to draft a proclamation to recognize Mr. Benny Downs and his
team, as well as, the Southern Cruisers Bike Club for their contribution to our
community; they had the event this weekend Bikes on Broadway and raised money
for the Methodist Children Ministries, Our House, Carpenter?s Way Ranch Home
For Boys and Arabella Home for Girls. (Request of Councilor Davis)
RESPONSE:
This proclamation will be coordinated with the group for listing on a
Proclamation and Resolution Session Agenda as soon as possible.

TO THE CITY MANAGER:
2. HEALTH INSURANCE:
Have the staff to seek the advice of Northwestern Benefit Corporation of
Georgia for the purpose of conducting an audit to determine how many spouses
are covered under the city?s healthcare plan that have access to health
insurance at their place of employment. (Request of Councilor Henderson)
RESPONSE:
Responses provided by Director Tom Barron, Human Resources
Of our 1,122 employees/retirees that have spousal or family coverage 328 have
indicated that their spouse has access to but does not participate in another
employer provided group health plan. That means 794 employees/retirees have
spousal coverage and claim that their spouse does not have access to this
coverage. In each case, the spouse has signed a document allowing us to obtain
employment information through a credit bureau. We can perform a random
sampling audit from this group for evidence of false certification.
2A. HEALTH INSURANCE ? CONT?D:
Provide an update on the Wellness Program as part of a Worksession agenda.

RESPONSE:
An update on the Wellness Program will be presented at the October 30, 2012
Council Worksession.

Have the staff to get with Northwestern Benefit Corporation of Georgia to
determine communication options with the city employees to receive their
feedback whether it is by survey or other means to get an idea of their level
of sensitivity with regards to employees participating more financially versus
weakening the benefits a little but remaining well above industry standards.

RESPONSE:
We have the capability of doing an electronic survey with this question. We
can also conduct a paper survey but is a difficult option for this enrollment
period due to time constraints. As an option to both we could ask several
departments to present the question to a group of their employees and report
back to us.

3. LEARY AVENUE:
Have the staff to check the ditch on Leary Avenue that needs some work on it.
