Board Meeting Minutes
December 13, 2011
A Meeting of the Community Development Advisory Council was held at the
Government Center Annex Building, 420 10th Street, December 13, 2011.
Members Present: Clementine Cochran, Gladys Ford, Kim Jenkins, Chuck McDaniel
Members Absent: Adrain Cox, Andrea Franklin, Jack Hayes, Claudya Muller,
Marvin Moore, Carla Thomas
CALL TO ORDER:
The meeting was called to order by Mark McCollum, Community Reinvestment. A
quorum was not present. Due to a lack of a quorum, no actions were taken.
The Board was informed of the passing of Board Member Harold Funderburg. Mr.
Funderburg had served on the Board for several years and was currently serving
as Chair.
The Board was informed of the City?s concern of a conflict of interest with the
activities of one of its sub-recipient?s, Wynnton Neighborhood Housing. The
conflict was concerning the possible misuse of HOME funds through the sale of a
house that was constructed using the City?s HOME Entitlement funds. A copy of
the Opinion Letter from the City?s Attorney was presented to the Board for
review. Based on the City Attorney?s review of the circumstances and his
review of applicable state and local law and ordinances, there appears to be no
conflict of interest by Wynnton Neighborhood housing with its use of the City?s
HOME funds. A letter from the City will be sent to HUD requesting a wavier of
its conflict of interest standards as they relate to this situation.
The Board reviewed and discussed the requests submitted for funding for FY
2013. The Board will hold a Called Meeting on January 24, 2012 to review the
staff recommended budget for the Entitlement funds.
