SUBJECT: Annual Maintenance Contract - P25 Switch, 800 Mhz System
INITIATED BY: David Arrington, Deputy City Manager
Recommendation: Approval is requested to enter into an annual Maintenance
Services Agreement with Motorola Solutions for maintenance on the City's 800
Mhz ASTRO 25 Master Site in the amount of $63,984.
Background: The City is in the process of upgrading our 800 Mhz Communication
System from analog communication to digital communication. The upgrade will
enhance communications and provide for enhanced transmission of data to public
safety personnel in the field. A critical component of this system is the
ASTRO P25 switching equipment. The switching equipment is necessary to
transmit digital date through the communication system to field personnel and
to enable the transition of analog to digital communications.
Motorola has maintained the equipment since July 1, 2012 when the equipment's
warranty expired. Invoicing for the annual maintenance was delayed in being
process by Motorola and by the City as a result of the other 800 Mhz
installations being conducted.
Analysis: The annual maintenance agreement provides for onsite infrastructure
response services, technical support, network monitoring services and equipment
repair/replacement services. As a critical component of the City's
communication system, it is essential this equipment be monitored and repaired
in a timely manner as a matter of public safety. The annual maintenance
agreement will be included in the FY 2014 budget request.
Financial Considerations: The services agreement expanse of $63,984 will be
charged to the E911 fund.
Projected Annual Fiscal Impact Statement: As an annual maintenance contract
this will be an annual expense.
Legal Considerations: Council is the approval authority for this action.
Recommendations/ Actions: Authorize the City Manager to enter into an annual
Maintenance Services Agreement with Motorola Solutions for maintenance on the
City's 800 Mhz ASTRO 25 Master Site in the amount of $63,984.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN ANNUAL MAINTENANCE
SERVICES AGREEMENT WITH MOTOROLA SOLUTIONS FOR MAINTENANCE ON THE CITY'S 800
MHZ ASTRO 25 MASTER SITE IN THE AMOUNT OF $63,984.
WHEREAS, the City has recently upgraded the 800 Mhz radio system to begin the
transition from analog to digital communications and;
WHEREAS, the improvements include an ASTRO 25 Master Switch, commonly referred
to as a P25 Switch, which enables data transmissions for the high speed mobile
data system utilizes by public safety personnel and;
WHEREAS, It is necessary to provide for routine maintenance, system monitoring,
and repair of this critical infrastructure by the sole source vendor Motorola
Solutions.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into an annual
maintenance services agreement with Motorola Solutions for maintenance on the
City's 800Mhz Astro 25 Master Site in the amount of $63,984.
