SUBJECT: Surplus Property - City Right-of-Way Property on Forrest Road



INITIATED BY: Laura McCool, Community Reinvestment Division Manager





Recommendation: Approval is requested to declare abandoned City Right-of-Way

property located in between Forrest Road Elementary School (6400 Forrest Road)

and Forrest Road Church of Christ (6224 Forrest Road), and identified on the

attached map, as surplus and to advertise and sell said properties in

accordance with Section 7-501 of the City Code.



Background: The above-mentioned property was donated to the City of Columbus

for future road development. There are no future road development projects

planned for this location that would require the use of this property.



Forrest Road Church of Christ is interested in acquiring this property in order

to expand their current building and parking lot. The property has been

appraised by the City and is valued at $18,500. The Muscogee County School

Board has been notified of the request to surplus this property and is not

interested in acquiring it for their usage.



Analysis: The City currently does not have any future road development

projects planned for this area that would require the use of this property. The

disposal of this property will reduced the maintenance and liability associated

with owning it. It is currently zoned SFR2, Single Family Residential 2

District and consists of .57 acres of land.



Financial Considerations: The property will be sold at a minimum of the fair

market value of $18,500 and proceeds will be returned to the general fund.



Legal Considerations: The property must be sold in accordance with Section

7-501 or the City Code. Properties will be sold retaining easements for

combination utilities, storm and sanitation pipes.



Recommendations: Approve the attached Resolution to declare City Right-of-Way

property located in between Forrest Road Elementary School and Forrest Road

Church of Christ, and identified on the attached map, as surplus and to

advertise and sell said properties in accordance with Section 7-501 of the City

Code.

A RESOLUTION TO DECLARE CITY RIGHT-OF-WAY PROPERTY LOCATED IN BETWEEN FORREST

ROAD ELEMENTARY SCHOOL AND FORREST ROAD CHURCH OF CHRIST, AS IDENTIFIED ON THE

ATTACHED MAP, AS SURPLUS AND TO AUTHORIZE THE CITY MANAGER TO ADVERTISE AND

SELL SAID PROPERTY IN ACCORDANCE WITH SECTION 7-501 OF THE CITY CODE.



WHEREAS, the above mentioned property is owned exclusively by the Columbus

Consolidated Government; and,



WHEREAS, the Columbus Consolidated Government has no current or future us or

plans for said property; and,



WHEREAS, proceeds for the sale of the above-mentioned property will be returned

to the general fund; and,



WHEREAS, surplus real property owned by the Columbus Consolidated Government

must be conveyed in accordance with Section 7-501 of the City Code.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to:

1. Declare said property described above as surplus.

2. Advertise and sell said property.

3. Sell said property for minimum acceptable bid or equal to its fair market

value.

4. Execute all contracts, agreements and understandings related to the

conveyance of City property.
