SUBJECT: Transportation Enhancement Funds for the Riverwalk



INITIATED BY: Planning Department





Recommendation: Approval is requested to enter into a Memorandum of

Understanding (MOU) with the Georgia Department of Transportation (GDOT), for

the acceptance of Transportation Enhancement funds for the Chattahoochee

Riverwalk, between 13th and 14th Streets and to rescind Resolution #211-06.



Background: GDOT has awarded the Columbus Consolidated Government $1

million in grant funds from its Transportation Enhancement program. The funds

are to be used to construct the Riverwalk from 13th Street to 14th Street. The

funds were initially awarded in 2006, but require a new resolution to reflect

the 20 percent match of $200,000 and to correct the fiscal year to 2013.



Analysis: The construction of this section of the Riverwalk is an important

element to the overall development of the overall projects.



Financial Considerations: The acceptance of these Transportation Enhancement

grant monies will require a 20 percent match of $200,000 for a total project

cost of $1,000,000. Funding for this match has been identified from the City

Paving Capital Improvements Program.



Projected Annual Fiscal Impact Statement: The cost of maintaining this section

of the Riverwalk has been estimated at $10,000 on an annual basis.



Legal Considerations: The city will be required to adhere to all legal

requirements as established by the Georgia Department of Transportation.

A RESOLUTION

A RESOLUTION AUTHORIZING TO ACCEPT FY 2013 TRANSPORTATION ENHANCEMENT FUNDS

FROM THE GEORGIA DEPARTMENT OF TRANSPORTATION FOR $1 MILLION WITH A 20% MATCH

FOR THE CONSTRUCTION OF THE CHATTAHOOCHEE RIVERWALK FROM 13TH STREET TO 14TH

STREET PEDESTRIAN BRIDGE.

WHEREAS, the Georgia Department of Transportation has awarded the Columbus

Consolidated Government, a Transportation Enhancement grant (P.I. No. 00081 84,

Project No. TEE-0008-00 (184), for $1 million; and,

WHEREAS, the grant shall be used to construct a vital link to the Chattahoochee

Riverwalk from 13th Street to the 14th Street Pedestrian Bridge; and,



WHEREAS, the grant requires a 20 percent match, which shall be funded

in the amount not to exceed $200,000 from city SPLOST and bond funds; and,



WHEREAS, a Memorandum of Understanding between the Georgia Department

of Transportation and the Columbus Consolidated Government must be agreed to

prior to use of such funds.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a Memorandum

of Understanding with the Georgia Department of Transportation to accept FY

2013 Transportation Enhancement funds for the construction of the Chattahoochee

Riverwalk from 13th Street to 14th Street Pedestrian Bridge, in the amount of

$1 million with a 20 percent match not to exceed $200,000. This resolution

shall supersede Resolution #211-06 causing said resolution to be null and

void.
