SUBJECT: FY 2014 Annual Action Plan
INITIATED BY: Department of Community Reinvestment
Recommendation: Approval is requested for the filing of the FY 2014 Annual
Action Plan and applications requesting Entitlement funding for the Community
Development Block Grant (CDBG) and HOME Investment Partnership (HOME).
Background: The Annual Action Plan is a document required by the Department of
Housing and Urban Development (HUD) illustrating to HUD and the citizens of
Columbus, Georgia how our Entitlement funds will be expended during FY 2014.
The Annual Action Plan is an annual update of the City?s 5-year Consolidated
Plan for the years 2012 - 2016.
Analysis: A resolution is needed to authorize the filing of the Annual Action
Plan and the applications for programs administered by the Department of
Housing and Urban Development (HUD).
Projected Annual Fiscal Impact Statement: The filing of the Annual Action Plan
is required in order to obtain the Entitlement funding (CDBG, HOME) for FY 2014.
Financial Considerations: The sources of federal funding and programs are the
Community Development Block Grant (CDBG) $1,408,537 and the HOME Investment
Partnership (HOME) $747,379. HUD has not released the total Entitlement
funding amounts to be allocated to the City for FY 2014. All of the proposed
activities being funded for FY 2014 are funded based on the actual funds
received for the CDBG and HOME programs in FY 2013. The total allocation
received for both CDBG and HOME programs are subject to change. The proposed
levels of funding for each activity are also subject to change based on the
allocations that HUD actually awards.
Legal Considerations: Council must approve the Application for funding.
Recommendations/ Actions: Approve a Resolution authorizing the filing of the
FY 2014 Annual Action Plan and applications requesting Entitlement funding from
the Community Development Block Grant (CDBG) and HOME Investment Partnership
(HOME).

A RESOLUTION AUTHORIZING THE FILING OF THE ANNUAL ACTION PLAN AND APPLICATIONS
REQUESTING ENTITLEMENT FUNDING FOR THE COMMUNITY BLOCK GRANT (CDBG) AND HOME
INVESTMENT PARTNERSHIP (HOME).
WHEREAS, the Consolidated Government of Columbus, Georgia wishes to
come into compliance with Title I of the Housing and Community Development Act
of 1974, as amended and the National Affordable Housing Act of 1990 as amended;
and,
WHEREAS, the Annual Action Plan Update (Budget) for the Consolidated
Government of Columbus, Georgia has been developed as prescribed by the Federal
Regulations of the Department of Housing and Urban Development; and,
WHEREAS, the Consolidated Government of Columbus, Georgia wishes to
apply for federal funds and programs administered by the Department of Housing
and Urban Development; and,
WHEREAS, the sources of federal funding and programs are the Community
Development Block Grant Program (CDBG) and the HOME Investment Partnership
Program (HOME).
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
That the FY 2014 Annual Action Plan (Update) and Applications for
Federal Assistance are hereby approved for filing with the Department of
Housing and Urban Development and further authorizes the City Manager and/or
his designee to execute all contracts, agreements and understandings related to
the 5-Year Consolidated Plan and Annual Action Plan (Update).
