SUBJECT: The Columbus Museum - Georgia Council for the Arts Grant
INITIATED BY: City Manager's Office
Recommendation: Authorization is requested to submit an application and, if
approved, accept a $15,000 pass-through grant, with no local match, from the
Georgia Council for the Arts Grant, a 2013 Tourism Product Development
Agreement on behalf of The Columbus Museum and to enter into a Memorandum of
Understanding as a partner for submission of the application and amend the
Multi-Governmental Fund by the amount awarded.
Background: The Georgia Council for the Arts, in conjunction with the Georgia
Department of Economic Development, have made funding available for the purpose
of promoting economic development by offering financial support to activities
that promote tourism and sustain and/or create jobs at the local level.
Analysis: The Columbus Museum will use the funds, along with additional
funding as required from their budget, to develop and promote an exhibit titled
Homer in America, which will run from January through June of 2013.
Financial Considerations: This is a $15,000 grant with a $15,000 cash match
requirement. The City will apply for the funds and pass them through to the
Columbus Museum. The Columbus Museum will provide the cash match along with
any other funds needed for the development and promotion of this exhibit.
Legal Consideration: OCGA Statutes require non-governmental organizations to
partner with local governments or authorities for the application of state
grants. Council authorization is required for the application for and
acceptance of funds from this grant, as well as to enter into an MOU with the
Columbus Museum for this partnership. The City will be bound by the application
requirements of the grant contract and the contractual requirements of the MOU
with the Columbus Museum.
Recommendation: Authorize a resolution to enter into an partnership with the
Columbus Museum for the application for, receipt of, and passing through of
grant funds from the Georgia Council for the Arts, and to amend the
Multi-governmental Fund by the amount of the award.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND, IF APPROVED,
ACCEPT A $15,000 PASS-THROUGH GRANT, WITH NO MATCHING FUNDS, FROM THE GEORGIA
COUNCIL FOR THE ARTS GRANT, A 2013 TOURISM PRODUCT DEVELOPMENT AGREEMENT ON
BEHALF OF THE COLUMBUS MUSEUM AND TO ENTER INTO A MEMORANDUM OF UNDERSTANDING
AS A PARTNER FOR SUBMISSION OF THE APPLICATION AND AMEND THE MULTI-GOVERNMENTAL
FUND BY THE AMOUNT AWARDED.
WHEREAS, the Georgia Council for the Arts, in conjunction with the Georgia
Department of Economic Development, have made funding available for the purpose
of promoting economic development by offering financial support to activities
that promote tourism and sustain and/or create jobs at the local level, and,
WHEREAS, the Columbus Museum is required to partner with the Columbus
Consolidated Government for the application of this grant, as OCGA statutes
require that all grant applications be submitted by or through local
governments or authorities, and,
WHEREAS, funds from this grant will be used to support a Museum exhibit titled
Homer In America and related activities, which will run from January, 2013
through June, 2013. All matching funds and additional funds needed for this
exhibit will be provided by the Columbus Museum; and,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit an application and, if
approved, accept a $15,000 pass-through grant (with not matching funds) from
the Georgia Council for the Arts Grant, and enter into a Memorandum of
Understanding with the Columbus Museum and authorize to amend the
Multi-Governmental Fund by the amount of the award.
