Recommendation: Approval is requested to purchase of 0.4 +/- acres at 2766

Cora Drive a/k/a Tax Map Parcel 068 010 009 for the Cora Drive Storm Sewer

Replacement Project in Columbus, Muscogee County, Georgia (see attached map).



Background: The Cora Drive Storm Sewer Replacement Project is needed to

replace a failure of a storm sewer pipe in the Cora Drive area. The storm sewer

is currently running under three houses and a failure of the pipe has

occurred. The project will consist of the demolition of the homes, removal

and replacement of the storm sewer. As part of the project, the City must

retain ownership of the properties in order to replace the storm sewer. Upon

completion of the project, the sellers will have an option to repurchase the

property.



Analysis: Through good faith negotiations, the City and owner have agreed

upon a fair and equitable price for the property. Based upon appraised values

from both parties, the agreed upon price is $455,000. The Seller will have a

90-day option to repurchase the property for $50,000 upon completion of the

project.



Financial Considerations: The value of the property has been determined to be

$445,000. The Seller has agreed to accept payment from the City for the value

of the property. The City will pay all closing cost associated with the

purchase. Funds for the purchase of the property will be made from the CIP -

General Fund Supported Property Acquisition Account.



Legal Considerations: The purchase of property requires Council approval.

A RESOLUTION AUTHORIZING THE PURCHASE OF 2766 CORA DRIVE A/K/A TAX MAP PARCEL

068 010 009 FOR THE CORA DRIVE STORM SEWER REPLACEMENT PROJECT IN COLUMBUS,

MUSCOGEE COUNTY, GEORGIA.



WHEREAS, 2766 Cora Drive a/k/a Tax Map Parcel 068 010 009 is to be purchased as

part of the Cora Drive Storm Sewer Replacement Project; and,



WHEREAS, it has been determined the price of $445,000 is fair and equitable;

and,



WHEREAS, the purchase of the property will be funded form the CIP-General Fund

Supported - Property Acquisition Account; and,



WHEREAS, the Seller will have a 90-day option to repurchase the property for

$50,000 upon completion of the project; and,



WHEREAS, it is in the best interest of the Consolidated Government of Columbus,

Georgia to purchase the property; and,



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to purchase 0.4 acres +/- of

property located at 2766 Cora Drive a/k/a Tax Map Parcel 068 010 009 for

$445,000 for the Cora Drive Storm Sewer Replacement Project. The purchase of

the property will be funded from the CIP-General Fund Supported Property

Acquisition Account.
