The Columbus, Georgia, Board of Tax Assessors met Monday, March 7, 2011 at

9:00AM with Chairman Lawton Grantham, Assessor Ann Grantham, Assessor Pat

Hunter, Assessor Derrick Shields and Assessor Scott Boyce present. Also present

was Chief Appraiser Betty J. Middleton



Assessor Ann Grantham made the motion to approve Min#07-11. Assessor Derrick

Shields seconded the motion. Motion carried unanimously.



The Board reviewed and approved the following VA letters of application for VA

homestead exemptions for 2011:



Young 096 071 012

Watson 081 027 009



Chief Dep Tax Com Tony Floyd representing the Tax Commissioner?s Office

appeared regarding the removal of homestead exemption concerning PID 089 028

014. Mr. Floyd submitted a copy of GA Code 48-5-40 and stated only one

homestead exemption per family is allowed. He further explained when Mrs. Davis

made an application for homestead exemption for PID 093 007 001, the homestead

exemption for 089 028 014 was removed.



Met with Mr. and Mrs. Davis regarding the removal of homestead exemption for

parcel ID 089 028 014. Mr. and Mrs. Davis stated that Mrs. Davis inherited her

Aunt?s house known as PID 093 007 001 in 2003. Mrs. Davis stated she went to

the Tax Commissioner?s Office to make sure the property was in her name. She

said the clerk asked her if she wanted to apply for homestead exemption and she

replied ?I guess so? and she completed and signed the application. Mrs. Davis

stated that she did not realize it would remove her homestead exemption on

their home. Mr. Davis said that he talked with Mrs. Huff about the increase in

taxes on their home and she told him he had lost his homestead exemption and he

would have to go to an appeals board. Mr. Davis was advised to obtain

documentation and return it to the Board for their review and decision. He

would be notified of the decision at that time.



Chief Appraiser Betty Middleton submitted a copy of a letter signed by the City

Attorney for Baker Village Apartments I, LP; also she presented a copy of the

Court of Appeals? decision on Pace Industries upholding our denial of Freeport

Exemption.

Met with Commercial Division Manager Linda King, reviewed and approved the

Res Div Mgr Bob O?Brien continued as Acting Secretary.



Met with Personal Property Division Manager Oliver Juhan, reviewed and approved

the following:



Approval of Freeport Applications Only: 4



Pers Prop Div Mgr Oliver Juhan talked about the Court of Appeals? decision

upholding the denial of Freeport. He also gave an update of the progress report

concerning the 2011 personal property returns.
