For the past few months we have had some difficulty in securing

nominations to several of our authorities, boards and commissions. There are a

few boards that have not been able to meet due to the lack of a quorum because

there have either been some resignations on the board and/or inactive board

members.



In this report, I am herewith submitting for your information a listing of

the 39 authorities, boards and commissions that you, and the Mayor make

appointments to. Also, included in this listing is the number of board members,

the current number of vacancies, as well as whether or not the board has been

able to have a meeting.



There have been some changes made to at least two of our boards, which are

outlined below.



RIVER VALLEY REGIONAL COMMISSION:



The Lower Chattahoochee Regional Development Center and the Middle Flint

Regional Development merged into a new organization serving a 16-county area.

The new name of the board is River Valley Regional Commission. This merger was

brought about due to House Bill 1216, which created twelve (12) Regional

Commissions.



The law provides for a new Council structure to govern the Regional

Commission, which requires that the Council of each Regional Commission shall

include the Chief Official of the Governing Authority of each County within the



region, who shall serve a term that is concurrent with such elected official?s

term of elected office. Consolidated Governments, such as Columbus, needed to

appoint an additional elected official to the Council. The two representatives

that were appointed to serve on the River Valley Council were Councilors Wayne

Anthony and Jerry ?Pops? Barnes.

BUILDING CONTRACTORS BOARD:



With regards to the status of the Building Contractor?s Examining Board,

the Georgia Legislature enacted a law that placed the entire process of

licensing of general contractors with the State of Georgia as of July 2008;

which supersedes all local programs. Therefore, our local licensing program

essentially ceased to function since that time.



Mr. Bill Duck, Chief of Inspections & Code Division has pointed out that a

group of local contractors have sued the State Licensing Board and the City. A

temporary order has been entered that reinstituted the licenses of certain

general contractors. He does not recommend that the Building Contractors

Examining board be abolished because of this existing lawsuit. Once that case

reaches a conclusion, they will take action in accordance with the final order

of the court.

LAND BANK AUTHORITY:



We are waiting for the City Manager?s staff to bring back additional

information, as requested by the Council, with respect to the Land Bank

Authority.

RECREATION ADVISORY BOARD:



The Recreation Advisory Board has only four (4) active members and has not

been able to hold a meeting due to the lack of a quorum. Ms. Cammy Currie has

been working to try to get potential nominees to serve on this board and we

will be submitting those nominees to you within the new few weeks. There is

currently one resignation that has been submitted from this board.

TAXICAB COMMISSION:



The Taxicab Commission currently has five (5) vacancies and therefore, has

been unable to hold a meeting. I have spoken with Lt. Julius Ross of the

Columbus Police Department, who is also a member of this board. He has

submitted a recommendation with respect to the Taxicab Commission, which is

included with this report.

WEST CENTRAL GA REGIONAL MH/DD/AD PLANNING BOARD:



We are awaiting information from the Secretary to the West Central Georgia

Regional MH/DD/AD Planning Board with respect to the Muscogee County Board

members who have not been attending the meetings.
