SUBJECT: Veterans Court Grant
INITIATED BY: Superior Court
Recommendation: Approval is requested to accept a Criminal Justice
Coordinating Council?s Discretionary Grant award of $225,000 for the purpose of
funding the Muscogee County Veterans Treatment Court. The grant amount is
$225,000 with a required Match of $62,500, which the Criminal Justice
Coordinating Council is deducting from the total award. This results in the
Muscogee County Veterans Treatment Court receiving $162,500 without the program
or the City of Columbus being required to provide funding.
Background: An application for funding for all Veteran Treatment Courts in
Georgia was submitted by the Criminal Justice Coordinating Council. The
Muscogee County Veterans Treatment Court is one of eight (8) Accountability
Courts specifically serving veterans, who are involved in the legal system in
Georgia. The grant is to enhance existing programs and to provide funding for
start-up programs.
Analysis: This grant is a three year grant starting January 1, 2015 and ending
in August, 2017. The funding will allow the existing program to expand in it?s
services and in the number of participants it will serve. Funding will also
provide needed emergency treatment and other supports, which will increase the
participant?s ability to remain free of the legal system.
Financial Consideration: This grant amount is $225,000 with the Criminal
Justice Coordinating Council deducting $62,500 (match funding) to cover
administrative, and other expenditures required to monitor and manage the
distribution and usage of the funds, and to assess and evaluate the
effectiveness of the programs and services provided by this grant. The City of
Columbus and the Muscogee County Veterans Treatment Court is not required to
provide any monetary funding to receive this grant.
Legal Requirements: The requirements of the Grant is to provide the services
outlined by the grant and to remain within the guidelines of the Criminal
Justice Coordinating Council.
Recommendation: Authorize a resolution to approve the receipt of the awarded
Criminal Justice Coordinating Council?s Discretionary Grant for the Muscogee
County Veterans Treatment Court in the amount of $225,000 with $162,500 being
actually received by the program. This funding will be used to enhance the
services of the Muscogee County Veterans Treatment Court program.

A RESOLUTION AUTHORIZING THE ACCEPTANCE OF A GRANT FROM THE CRIMINAL
JUSTICE COORDINATING COUNCIL TO FUND THE MUSCOGEE COUNTY VETERANS COURT AND
AWARD OF $225,000 TO PROVIDE FUNDING FROM JANUARY 1, 2015 THROUGH AUGUST 30,
2017. FUNDING WILL HAVE A STATE REQUIRED MATCH OF $62,500, WHICH WILL BE
DEDUCTED FROM THE TOTAL AWARD RESULTING IN $162,500 GOING TO THE COURT PROGRAM.
WHEREAS, funds have been made available from the Criminal Justice
Coordinating Council (CJCC) to Muscogee County Veterans Treatment Court for a
36 month period from January 1, 2015 to August 30, 2017; and,
WHEREAS, funds have been made available from the State to the CJCC to
fund Accountability Courts in the State of Georgia and the CJCC received
applications from Veterans Treatment Courts throughout the State of Georgia;
and,
WHEREAS, funds are being made available from the Federal Government to
the CJCC to fund Veterans Treatment Courts in the State of Georgia and the CJCC
has approved applications from Veterans Treatment Courts throughout the State
of Georgia.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
That the City Manager is hereby authorized to accept a Criminal Justice
Coordinating Council?s Discretionary Grant to provide funding for the Muscogee
County Veterans Treatment Court in the amount of $162,500.
Introduced at a regular meeting of the Council of Columbus, Georgia,
