Background: The Liberty District purchases are being made to facilitate
redevelopment of the Liberty District in accordance with the Masterplan. Phase
I and, where necessary, Phase II Environmental Reviews have been conducted and
cleared with the exception of 714 6th Avenue. Phase I has been ordered and
should be completed by mid-August. All property will be required to have
environmental clearance prior to closing.
Analysis: The Liberty District property is needed to continue the assemblage
of property for redevelopment of the Liberty District.
Financial Considerations: Total value of Liberty District purchases is
$577,770. The current balance in that fund is $3,058,712.36. After this
purchase, the remaining balance will be $2,480,942.36.
Projected Annual Fiscal Impact Statement: This project will be used for
redevelopment of the Liberty District. Funding will be available in all
accounts for additional projects.
Legal Considerations: Council must approve the purchase of real estate. A
separate resolution for each funding source is included.
Recommendations/ Actions: Approve the attached resolution authorizing the
purchase of property as listed therein.

A RESOLUTION AUTHORIZING THE PURCHASE OF PROPERTY FOR VARIOUS LOCATIONS, IN THE
LIBERTY DISTRICT, COLUMBUS, MUSCOGEE COUNTY, GEORGIA.
WHEREAS, the property is located in the Liberty District Redevelopment Area;
and,
WHEREAS, it has been determined that the price of each property as shown in
the chart below is fair and equitable; and,

WHEREAS, it is in the best interest of the Consolidated Government of Columbus,
Georgia to purchase said property; and,
WHEREAS, in the event that any of the Environmental Review Reports determine
that a site is unstable, or contaminated, the City Manager will have the
authority to re-negotiate or terminate the contract.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to purchase seven parcels of
property for $577,770 and swap for equal value two parcels as listed in the
chart herein. The funding for the purchase will be funded with Liberty District
funds.
