Planning Advisory Commission's Recommendation: Conditional Approval based on the fact that it

is compatible with existing uses. The recommended condition is the property

shall only be used for a Club/Lodge Membership Facility and Non-Profit

Scholarship Office.

compatible with existing uses. The recommended condition is the same as the

recommendation made by the Planning Advisory Commission.

Environmental Impacts: The property does not lie within a floodway and floodplain area.

The developer will need an approved drainage plan prior to issuance of a Site

Development Plan permit, if a permit is required.



City Services: Property is served by all city services.



Traffic Impact: The proposed project will not have a negative impact on the

transportation network.

Reasonableness of Request The proposed zoning is compatible with existing land uses in

the immediate area such as the neighborhood community center.



School Impact There will be no school impact.



Buffer Requiremnts

The proposed development shall have a Category C buffer requirement along all

property lines bordered by the RMF2 and SFR2 zoning districts. The 3 options

under Category C are:

1) 20 feet with a certain amount of canopy trees, understory trees, and shrubs

/ ornamental grasses per 100 linear feet

2) 10 feet with a certain amount of shrubs / ornamental grasses per 100 linear

feet and a wood fence or masonry wall

3) 30 feet undisturbed natural buffer.



Attitude of Property Owners: Twenty-four (24) property owners within 300 feet were

notified of the rezoning request. The Planning Department has one email in

favor of the request and one email in opposition to the request. Furthermore,

staff has received a petition with 16 signatures in opposition to the request.



Additional Information: The applicant is requesting to rezone this property to allow a

meeting facility for club/lodge members as well as have an office for the

non-profit foundation that oversees the scholarship fund.
