PLANNING ADVISORY COMMISSION MEETING
August 3, 2005
A meeting of the Planning Advisory Commission was held Wednesday, August 3,
2005 in the Council Chambers on the Plaza Level of the Government Center.
Commissioners Present: Chairperson Derrick Shields, Vice-Chairperson Shep
Mullin, Commissioners Joe Alexander, Karl Douglass, and Michael Eddings.
Staff Members: Will Johnson, Zoning Administrator and Tina Trant, Recorder.
Commissioners Absent: Chris Henson, Berry Henderson, Brad Dodds, Bob Crane.
Others Present: James Sorrells, Annette Sorrells, Lucy Jones, and Becky Carter.
I. CALL TO ORDER: Chairperson Shields called the meeting to order at 9:09
a.m. He explained the rezoning process. Commissioner Eddings will be voting
for Commissioner Dodds.
II. APPROVAL OF MINUTES: None Available.
III. NEW REZONING CASES:
1. ZC0507-1: A request to rezone the property located at 3910, 3920 &
4002 Armour Avenue. The current zoning is Single Family Residential 2. The
proposed zoning is Residential Multi-Family 2. The purpose of the rezoning is
for apartments. Waldo Enterprises, LLC is the Applicant.
Mr. Will Johnson read the Staff Report for this case. This case is consistent
with the future land use
of the Comp Plan (Planning District 7), which shows mixed office / high density
residential.
Policy Statements are not addressed.
It is compatible with existing land uses.
The property does not lie within a studied floodplain and floodway area. The
developer will need an
approved drainage plan prior to issuance of a Site Development Permit.
The property is served by all city services.
The proposed project is not expected to have a negative impact on the
transportation network. The current traffic count is 2,895 trips per day and
will increase to 3,213 trips per day. The level of service will remain at A
(3,900 trips per day) for Armour Avenue.
The site shall meet the codes and regulations of the Columbus Consolidated
Government for
commercial usage.
This development could average about 2 to 6 children of various ages.
Elementary age students would attend Clubview Elementary, which has 476
students, capacity 525. Middle school age students would attend Richards
Middle School, which has 734 students, capacity 600. High school age students
would attend Hardaway, which has 1,249 students, capacity 1,250.
The proposed project shall have a Category B buffer requirement along all
property lines bordered by the SFR2 zoning district. The three options under
Category B are: 1. 15 feet with a certain amount canopy trees, understory trees
and shrubs / ornamental grasses per 100 linear feet. 2. 10 feet with a certain
amount of understory trees and shrubs / ornamental grasses per 100 linear feet
and a wood fence or masonry wall. 3. 20 feet undisturbed natural buffer.
It is not within Fort Benning?s notification range.
It is not a DRI.
Eighteen (18) property owners within 300 feet were notified of this rezoning
request. The Planning
Division did not receive any comments concerning this rezoning request.
There are no conditions.
The applicant is proposing 48 units.
Chairperson Shields mentioned that Commissioner Dodds came in to the meeting,
Commissioner Eddings will be voting for Commissioner Henderson.
Morgan Waldrep, Applicant, came to the podium. They want to rezone the
property to build apartments. There are no figures available yet for rental
costs. They will be one and two bedrooms. The buildings will be two story.
Chairperson Shields asked for discussion and a motion. Commissioner Douglass
made a motion to approve this rezoning request based on the fact is consistent
with the future land use map and it is compatible with existing land use.
Commissioner Mullin seconded. The case was approved unanimously.
ZC0507-2: A request to rezone the property located at 5251 St. Mary?s Road.
The current
zoning is Single Family Residential 1. The proposed zoning is Single Family
Residential 3. The purpose of the rezoning is for single family residential.
George C. Woodruff Company is the Applicant.
Mr. Will Johnson read the Staff Report for this case. This case is consistent
with the future land use
of the Comp Plan (Planning District 11), which shows low density residential.
It is consistent with Policy Statements, Residential Development policy
statements # 1 and 2.
It is compatible with existing land uses.
The property does not lie within a studied floodplain and floodway area. The
developer will need an
approved drainage plan prior to issuance of a Site Development Permit.
The property is served by all city services.
The proposed project is not expected to have a negative impact on the
transportation network. The current traffic count is 5,360 trips per day and
will increase to 7,590 trips per day. The level of service will remain at B
(7,900 trips per day) for St. Mary?s Road.
The site shall meet the codes and regulations of the Columbus Consolidated
Government for
residential usage.
This development could average about 200 to 400 children of various ages.
Elementary age students would attend Dawson Elementary, which has 350 students,
capacity 475. Middle school age students would attend East Columbus Middle
School, which has 664 students, capacity 675. High school age students would
attend Spencer, which has 979 students, capacity 900.
There will be no buffer requirement.
The Fort Benning recommendation is pending.
It is not a DRI.
Seventy-two (72) property owners within 300 feet were notified of this rezoning
request. The Planning
Division received some comments concerning this rezoning request.
Conditions are needed: 1. restrictive covenants shall be required for the
development. 2. a smoke disclosure statement shall be required in all home
sales. The requirement for the disclosure shall be included in the restrictive
covenants of said development and shall be filed with the Clerk of Superior
Court. 3. a noise disclosure statement shall be required in all home
sales. The requirement for the disclosure shall be included in the
restrictive covenants of said development and shall be filed with the Clerk of
Superior Court.
There is no additional information.
Lucy Jones, representative of the applicant, came to the podium. The complete
build out won?t happen until the year 2014. There will be 233 lots. There
will be two entrances. The homes will be $165,000 and up.
Lucy Jones talked about the flooding across St. Mary?s Road.
Sue Ellen Maca, Ginsburg Way, came to the podium. She is not opposed to the
development, but is opposed to more traffic.
Chairperson Shields asked for discussion and a motion. Commissioner Alexander
made a motion to approve this rezoning case based on the facts that it is
consistent with the future land use designation, it is compatible with existing
land uses, and conditions needed: 1. restrictive covenants shall be required
for the development. 2. a smoke disclosure statement shall be required in all
home sales. The requirement for the disclosure shall be included in the
restrictive covenants of said development and shall be filed with the Clerk of
Superior Court. 3. a noise disclosure statement shall be required in all
home sales. The requirement for the disclosure shall be included in the

Superior Court. Commissioner Eddings seconded. It was approved four
(Alexander, Eddings, Dodds and Crane) to one (Douglass).
