SUBJECT: Spring Fling Carnival Extended Contract
INITIATED BY: Columbus Civic Center
Recommendation: Approval is requested to enter into a five year agreement with
Drew Expositions, Event Coordinators Inc., of Augusta, GA, for the annual
Spring Fling Carnival.
Background: The Spring Fling Carnival has been held since 2010 at the Columbus
Civic Center. Before that time the Civic Center had attempted several other
festivals without financial success. The Civic Center, in conjunction with
Drew Expositions, created a free admission for the Spring Fling during the 2012
event. The first year the Civic Center realized a net profit of more than
$45,000.
Analysis: The contract has been changed to identify all expenses associated
with the Spring Fling Carnival. These include many expenses that would need to
be paid by the Columbus Civic Center regardless of weather for the outdoor
event. By adjusting those expenses to the Drew Exposition the Civic Center has
minimized the risk, but has kept the 20% gross receipt to the Civic Center
intact.
Financial Considerations: The Columbus Civic Center generated more net revenue
while minimizing risk with new contract and financial arrangement.
Legal Considerations: Any lease agreement involving this City requires Council
approval.
Recommendations/ Actions: Approval is requested for the City Manager to enter
into a Lease agreement with Drew Exposition, Event Coordinators Inc., for the
period of 2014 ? 2018 ensuring the routed dates for Columbus, GA.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A FIVE YEAR LEASE
AGREEMENT BETWEEN COLUMBUS CIVIC CENTER AND DREW EXPOSITION, EVENT
COORDINATORS, INC.
WHEREAS, Drew Expositions, d/b/a the Event Coordinators, Inc. has agreed to
provide coordinating services for the Spring Fling Carnival at the Columbus
Civic Center; and,
WHEREAS, Drew Expositions and Columbus Civic Center shall uphold the
recommended lease agreement.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a five-year Lease
Agreement with Drew Expositions for coordinating services for the Spring Fling
Carnival at the Columbus Civic Center.
