MINUTES # 04-09
The Columbus, Georgia, Board of Tax Assessors met Monday, February 2, 2009 at
9:00AM with Chairman William Braxton, Assessor Richard Stallings, Assessor
Lawton Grantham, Assessor Ann Grantham and Assessor Pat Hunter present. Also
present was Chief Appraiser Betty J. Middleton.
Assessor Ann Grantham made the motion to approve Min#03-09. Assessor Richard
Stallings seconded the motion. Motion carried unanimously.
The Board approved assessment corrections for real estate.
The Board also reviewed and approved VA letters of application for VA homestead
exemptions for 2009 (Parcel ID 097 020 049, 100 045 035 and 190 052 010).
Met with Pastor Banks representing Life Changing Missionary Baptist Church
requesting non-taxability for property located at 4625 Langdon Street (Parcel
ID 086 063 019), 4615 Langdon Street (Parcel ID 086 063 018) and 4605 Langdon
Street (Parcel ID 086 063 017). A member of our staff reviewed the property and
said it meets the requirements set forth in Georgia Code. Assessor Pat Hunter
made a motion to grant tax exempt status for all parcels listed for 2009;
Assessor Ann Grantham seconded the motion; motion carried.
Met with Mr. Banks, Mr. Watson, Mr. Shavers and Mrs. Overstreet representing
Wynnton Hill Baptist Church requesting non-taxability for properties located at
748 A Lawyers Lane (Parcel ID 050 039 009). Mr. Banks said that Wynnton Hill
Baptist Church had a plat prepared of all their properties; however, the deed
to the parcel ID 050 039 009 had a problem with the legal description. The
Board advised him when a corrected deed is received the property could be
granted the exemption. Holding the application until the corrected deed is
received and approved.
Met with Mrs. Coley representing Health Services Consultant Project Inc.
requesting non-taxability for property located at 148 Collins Dr (Parcel ID 062
065 013). Mrs. Coley said the house is used as a home for developmentally
challenged adults. She said they are trained to care for themselves and their
living quarters; full-time supervision is provided. Assessor Lawton Grantham
made a motion to grant non-taxability for 2009; Assessor Ann Grantham seconded
the motion; motion carried.

The Board and Com Div Mgr Linda King discussed the progress of the project in
connection with the Development Authority.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:

Pers Prop Div Mgr Oliver Juhan apprised the Board of an upcoming meeting with
an attorney for Swift Spinning, Inc.
