SUBJECT: Veterans Parkway Streetscapes Supplemental Agreement No. 1

Recommendation: Approval is requested to amend the contract with the Georgia

Department of Transportation (GDOT) for additional funding for the Veterans

Parkway Streetscapes Project, Phase I.



Background: The Veterans Parkway Streetscapes project for Phase I is currently

funded at $1,250,000 under the American Recovery and Reinvestment Act of 2009

(stimulus dollars). GDOT has agreed to increase the stimulus funds to a new

amount of $1,258,958.54 (which will increase the stimulus funds for this

project by $8,958.54), and by adding State Transportation Enhancement (TE)

funds, in the amount of $400,000, to this project.



Analysis: The additional funding will assure the completion of this phase of

the project.



Financial Considerations: Because the agreement provides $400,000. in TE

funds, there will be a required match of 20 percent or $100,000. This match

requirement will be the responsibility of Trees Columbus, Inc.



Projected Annual Fiscal Impact Statement: The Public Service Department has

estimated the annual cost for maintaining the trees, medians, and other

landscape amenities at $21,000.



Legal Considerations: The City Attorney has approved this contract as to form.



Recommendations/ Actions: Approval is requested to amend the contract with the

Georgia Department of Transportation (GDOT) for additional funding for the

Veterans Parkway Streetscapes Project, Phase I.



















A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER OR DESIGNEE TO ENTER INTO A

SUPPLEMENTAL AGREEMENT WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) FOR

FUNDING UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) AND THE

TRANSPORTATION EQUITY ACT (TE) FOR THE 21ST CENTURY FOR THE PHASE IT OF THE

VETERANS PARKWAY STREETSCAPES PROJECT.

WHEREAS, the City entered into an agreement with the Georgia Department of

Transportation (GDOT) on July 9, 2009 for constructing the Veterans Parkway

Streetscapes project -Phase I; and,

WHEREAS, GDOT has proposed to increase the funding of this project from

$1,250,000 to $1,258,958.54 in ARRA funds, and by utilizing Transportation

Enhancement grant funds in the amount of $400,000.00 with a required match of

$100,000 or 20 percent, which shall be provided by Trees Columbus, Inc.; and,



WHEREAS, authorization is needed for the City Manager to enter into

contractual agreement with GDOT to receive this funding.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager or designee is hereby authorized to:



1. Accept the amended increased funding from the Georgia Department of

Transportation for a total of $1,258,958.54 in ARRA funds, along with the TE

funds of $400,000, with a required 20 percent match from the Trees Columbus

organization which shall not exceed $100,000 and shall be paid prior to the

expenditure of the $1,658,958.54 in total grant funds; and,

2. Amend the Capital Projects fund by the amount of $1,258,958.54 and $100,000

for the required match.
