SUBJECT: Lease Agreement for Mental Health Court, Veterans' Court,

Adult Felony Drug Court

Recommendation: Approval is requested to approve the attached proposed lease

for office space located at 908 Second Avenue, Columbus, Ga. The office space

is to house staff that will administer a grant program.



Background: The Mental Health Court, Adult Felony Drug Court and

Veterans' Court was awarded a grant by the Department of Justice in 2012 and

Council authorized the acceptance of these grants on September 11, 2012. Judge

Allen's office has been searching for additional office space to accommodate

the staff, which will administer funds. The grant did not allow expenditures

for rent, therefore, it was necessary to find a landlord that would allow a

month-to-month lease. Judge Allen has located space at 908 Second Avenue that

will allow month-to-month terms.



Analysis: The office space is located across the street from the Government

Center. A month-to-month lease is necessary for this grant process.



Financial Considerations: The rent will be paid out of the General Fund

account until space can be identified in the Government Center. Funds are

available to pay $2,000 per month in rent which includes utilities.



Projected Annual Fiscal Impact Statement: Only rent will be paid from this

fund. All other expenses will be paid by the grant.



Legal Considerations: The lease has been reviewed and approved by Judge Allen,

Clifton Fay and the Landlord.



Recommendations/ Actions: Approve the attached Lease Agreement for 908 Second

Avenue for office space to accommodate administrative staff for the Mental

Health, Adult Felony Drug Court and Veterans' Court Programs.

A RESOLUTION AUTHORIZING TO ENTER INTO A MONTH-TO-MONTH LEASE AGREEMENT WITH

908 LIMITED LIABILITY COMPANY FOR OFFICE SPACE TO HOUSE THE ADULT FELONY DRUG

COURT, VETERANS' COURT AND MENTAL HEALTH COURT STAFF IN ORDER TO ADMINISTER

GRANT FUNDS AWARDED BY THE CRIMINAL JUSTICE COORDINATING COUNCIL.

WHEREAS, funds have been made available from the Criminal Justice Coordinating

Council to the Adult Felony Drug Court, Veterans' Court and Mental Health

Court; and,

WHEREAS, the City approved the application and acceptance of grant funds from

the Criminal Justice Coordinating Council on September 11, 2012; and,

WHEREAS, the Adult Felony Drug Court, Mental Health Court and Veterans' Court

does not currently have space to accommodate the staff that will administer the

grant; and,

WHEREAS, office space has been made available on a month-to-month basis for

$2,000 per month; and,

WHEREAS, the City will provide monthly rent for the court systems shown above

from the General Fund until space can be identified in the Government Building.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a month-to

month lease agreement for office space located at 908 Second Avenue, Columbus,

Georgia, at a rental rate of $2,000 per month.
