MINUTES # 33-11
The Columbus, Georgia, Board of Tax Assessors met Monday, September 12, 2011 at
9:00AM with Chairman Lawton Grantham, Assessor Ann Grantham, Assessor Pat
Hunter and Assessor Derrick Shields present. Also present was Chief Appraiser
Betty J. Middleton.
Assessor Ann Grantham made a motion to approve Min#32-11. Assessor Derrick
Shields seconded the motion. Motion carried unanimously.
The Board approved and signed the letter regarding the Undeliverable Annual
Notices of Assessment to be displayed with the list signed by the Probate Judge.
The Board received a copy of the letter of resignation from Assessor Ann
Grantham effective September 30, 2011.
Met with Residential Division Manager Bob O?Brien to review appraisals for
appeals requesting arbitration. After discussion of appraisal for PID 120 007
009; Assessor Derrick Shields made a motion to accept the appraisal value;
Assessor Pat Hunter seconded the motion; motion carried. The Board also
discussed appraisal for PID 181 008 007; Assessor Derrick Shields made a
motion to reject the appraisal value; Assessor Ann Grantham seconded it; motion
carried.
The Board met with City Attorney Clifton Fay concerning legal issues.
Met with Mr. Todd concerning the homestead value for his property located on
5009 Windrush Way. Mr. Todd stated if he had known in 2010 that going through
the appeal process would not change his tax bill, he would not have attempt it.
The Board explained to Mr. Todd the effects of the homestead freeze and gave
him a copy of the Board?s policy. Mr. Todd accepted the explanation.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:

The Board also reviewed a request for non-taxability for PID 050 039 017 and
039 016 020 timely submitted for tax year 2010.. After reviewing the
applications and staff?s information Assessor Derrick Shields made a motion to
grant tax exempt status for 2010 since they are used for religious purposes;
Assessor Pat Hunter seconded the motion; motion carried.

The Board requested Com Div Mgr Linda King to prepare a list with specific
questions for the Development Authority to have available when the Board meets
with them.
Com Div Mgr Linda King presented a map combination and requests for
non-taxability for PID 004 016 001, 002, 012, 013, 014 and 016. After
discussion requested to bring back next week.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
Appeals: 10(-)
Assessment Corrections: 7(-)
2(+)
Pers Prop Div Mgr Oliver Juhan apprised the Board that he will be visiting IBC
this week. He also gave a status of accounts with problems being resolved for
next week?s meeting.
