SUBJECT: Georgia Department of Education 21st Century Community
Learning Centers Grant
INITIATED BY: Parks and Recreation Department
Recommendation: Approval is requested to apply for a grant 21st Century
Learning Centers grant from the Georgia Department of Education and, if
awarded, accept a reimbursement amount valued to total up to approximately
$500,000.00 over a five year period or approximately $100,000.00, or as
otherwise awarded, with no local match involved, and amend the
Multi-Governmental Fund by the amount awarded.
Background: Grant derived under the No Child Left Behind Act and continued
under the Every Student Succeeds Act where it was sustained as a stand alone
funding stream that helps to sustain funding for organizations that offer
enrichment activities outside of normal school hours.
Analysis: The Parks and Recreation Department Community Schools Division is in
need of additional funds presented in this grant in order to adequately run
operations and day to day facilitation of its after school and camp programs.
Financial Considerations: This will be at no cost to the City as it is a grant.
Fiscal Impact: This will be a reimbursable grant. The Multi Governmental Fund
must be amended by the amount of the grant that is awarded.
Legal: Council must approve the acceptance of this grant.
Recommendation: Approve the request to apply for the grant and if awarded,
accept the monies given by Georgia Department of Education 21st Century
Community Learning Centers Grant valued at approximately $500,000.00 or
$100,000.00 per year.

A RESOLUTION AUTHORIZING THE CITY TO APPLY FOR AND ACCEPT, IF AWARDED, A
GEORGIA DEPARTMENT OF EDUCATION 21ST CENTURY COMMUNITY LEARNING CENTERS GRANT
VALUED AT APPROXIMATELY $500,000.00 OR $100,000.00 PER YEAR, OR AS OTHERWISE
AWARDED, WITH NO LOCAL MATCH REQUIRED, AND AMEND THE MULTI-GOVERNMENTAL FUND BY
THE AMOUNT AWARDED.
WHEREAS, known after school programs have proven to keep at-risk youth off of
the streets and away from negative behavior patterns; and,
WHEREAS, having appropriate funding for after school programs is necessary to
keep these programs open and the children off of the street and away from
negative influences; and,
WHEREAS, 21st Century Community Learning Centers Grant gives additional funds
to Local Education Agencies, Non-Local Education Agencies, Charter Schools,
Non-profit, City or County government agencies, and for-profit corporations;
and,
WHEREAS, that the Multi Governmental Fund is amended by the amount of the grant
that is awarded; and,
WHEREAS, this grant will be of no cost to the City besides mild expenditures
paid out of Parks and Recreation Community Schools Division?s budget.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager or his designee is hereby authorized to apply for a grant
and if awarded accept a grant valued at approximately $500,000.00 over five
years, or approximately $100,000.00 per year given by Georgia Department of
Education 21st Century Community Learning Centers Grant.
