SUBJECT: USGS Grant for GIS Aerials Acquisition
INITIATED BY: Engineering Department
Recommendation: Approval is requested to submit an application, and if
awarded, accept a grant from the United States Geological Survey for
acquisition of High Resolution Aerial Photography and to amend the
Multi-Governmental Fund by the amount of the grant awarded. The grant amount
requested is $36,000.00, or otherwise awarded, to be used to acquire
high-resolution aerial photography for use in the City?s Geographic Information
System.
Background: The services are required due to ongoing development in the
Columbus/Fort Benning area. As new development occurs, updated aerial imagery
is required for property appraisal, Public Safety and Engineering. Digital
Aerial Solutions was selected and contracted through Ft. Benning and the United
States Geological Survey to fly the project area.
Analysis: The City is participating in this USGS project because it is
expedient and economical. Since the USGS has an interest in acquiring aerial
photography for a larger geographic area, which happens to include Columbus,
they are willing to share in the cost of the acquisition.
Financial Considerations: The City has $22,049.75 currently budgeted in the
General Fund FY10 budget for part of the acquisition cost of these aerials.
The grant amount requested is $36,000.00 for the Engineering Department, which
will cover the remaining cost. There are no additional matching funds required
to participate in this grant. The current funds are available in the FY10
Budget: General Fund ? Miscellaneous ? Contingency, 0101-590-2000-9801.
Legal Considerations: If awarded and accepted, the City will be bound to
comply with the conditions of the grant contract.
Recommendations/ Actions: Approve a resolution to authorize the City to submit
an application for, and if awarded, accept a grant from the USGS, in the amount
of $36,000 or as otherwise awarded, with no additional local match required,
for acquisition of high-resolution aerial photography, and to amend the
Multi-Governmental Fund by the amount of the grant awarded.

A RESOLUTION AUTHORIZING THE CITY TO SUBMIT AN APPLICATION FOR, AND IF AWARDED,
ACCEPT A GRANT IN THE AMOUNT OF $36,000.00, OR AS OTHERWISE AWARDED, FROM THE
UNITED STATES GEOLOGICAL SURVEY WITH NO LOCAL MATCH REQUIREMENT AND TO AMEND
THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE AWARD.
WHEREAS, the Engineering Department administers programs for the community,
which offer High Resolution Aerial Photography for use in its Geographic
Information System; and,
WHEREAS, the Engineering Department requests permission to apply for the USGS
Grant, which will allow the city to purchase updated aerial photographs of the
city needed due to ongoing development in the Columbus/Fort Benning area; and,
WHEREAS, the City already has $22,049.75 approved and budgeted toward this
project in the FY10 General Fund budget and the USGS grant will cover the
additional cost of the aerial photography, up to $36,000.00.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager or his designee is hereby authorized to submit an
application and if approved, accept funds from the USGS for Acquisition of High
Resolution Aerial Photography for $36,000.00, or otherwise awarded, and to
amend the Multi-Governmental Fund by the amount of the grant awarded.
