SUBJECT: ESRI & Leica Smart Communities Innovation Challenge: Mobile

Government Edition



INITIATED BY: Department of Inspections and Codes





Recommendation: Approval is requested to submit an application and if

approved, accept product and services from the ESRI & Leica Geosystems grant

for the Smart Communities Innovation Challenge: Mobile Government Edition. The

grant amount requested is awarded, with no local match, to be used by

Inspections & Code Department.



Background: The intent of the joint program is to supply governments with the

tools to succeed as they implement progressive methods to streamline workflows.

By providing technology, training, and technical support grants, ESRI and Leica

Geosystems aim to inspire legislative bodies to devise transformational

approaches to improving the efficiency of mobile fieldworkers.



As innovative ideas from the government community are brought forward for

solving real-world problems, the best applications will be those of universal

appeal and the ability to be shared between governments through an open

exchange hub. The challenge's grant winners will be thought-leading governments

that have plans in place to jump-start projects such as facility inspections,

emergency reporting, asset inventory, environmental management and monitoring,

efficient employee routing, code enforcement, population and housing

enumeration, mosquito abatement, and/or sign inventory.



Analysis: Receiving this grant will improve productivity, and field efficiency

for the sign inspector position in the Inspections & Code Department which in

turn will improve decision support by management.



Financial Considerations: The grant amount requested is $14,325.00 for the

Inspections & Codes Department. The City (is not) required to provide matching

funds to participate in this grant.



Legal Considerations: If awarded, there are no legal requirements of the grant,

that would obligate the City. We do however agree to: become a reference site

for ESRI and Leica Geosystems, have our organizations name used in ESRI and

Leica Geosystems press releases and educational marketing campaigns, document

and provide the open source mobile application code to ESRI for posting on the

code sharing website no later than January 31, 2017, and provide the mobile

application code on other open source, code sharing platforms of the

organizations choosing.

A RESOLUTION AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT AN

APPLICATION AND, IF APPROVED, ACCEPT A GRANT FROM THE ESRI & LEICA GEOSYSTEMS

GRANT FOR THE SMART COMMUNITIES INNOVATION CHALLENGE: MOBILE GOVERNMENT

EDITION. IN THE AMOUNT REQUESTED, OR AS OTHERWISE AWARDED, WITH NO LOCAL MATCH

REQUIREMENT, FOR FISCAL YEAR 2017, TO SUPPORT THE DEPARTMENT OF INSPECTIONS AND

CODES IMPROVING PRODUCTIVITY, AND FIELD EFFICIENCY FOR THE SIGN INSPECTOR

POSITION IN THE CODES & INSPECTIONS DEPARTMENT WHICH IN TURN WILL IMPROVE

DECISION SUPPORT BY MANAGEMENT.

WHEREAS, products and services have been made available from the ESRI & Leica

GeoSystems for the purpose of supplying governments with the tools to succeed

as they implement progressive methods to streamline workflows; and,

WHEREAS, the Inspections & Code Department improve productivity, and field

efficiency for the sign inspector position which in turn will improve decision

support by management; and,

WHEREAS, Inspections & Code Department will apply for a grant of $14,325.00, or

as otherwise awarded, with no matching funds required.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager or his designee is hereby authorized to submit an

application and, if approved, accept a grant from the ESRI & Leica Geosystems

grant for the Smart Communities Innovation Challenge: Mobile Government Edition

for product and services, or as otherwise awarded, to continue the Inspections

& Code Department to improve productivity, and field efficiency for the sign

inspector position.
