SUBJECT: Mental Health Courts Grants



INITIATED BY: Superior Court



Recommendation: Approval is requested to submit an application and if

approved, accept $246,350 from the Criminal Justice Coordinating Council for

the operation of the Muscogee County Mental Health Court from July 1, 2013 to

June 30, 2014 and amend the Multi-governmental Fund by alike amount.



Background: The state of Georgia through the Criminal Justice Coordinating

Council is providing grants to Accountability Courts. These funds are to be

utilized to operate the court in FY14.



Analysis: Muscogee County Mental Health Court presided by Judge Allen and

Judge Rumer, and coordinated by Kimberly Perkins are requesting a grant of

$246,350 to fund the operation of this court through FY14.



Financial Considerations: Mental Health Court is requesting the provision of a

10% In-kind matching fund for this grant.



Projected Annual Fiscal Impact Statement: The Columbus Consolidated Government

is not obligated to continue this program once the grant funds have been

expended.



Legal Considerations: The Columbus Consolidated Government is eligible to

apply for funds from the Criminal Justice Coordinating Council.



Recommendations/ Actions: Approve a resolution authorizing the City Manager to

submit a grant application and if approved, accept funds from the Criminal

Justice Coordinating Council for the operation of the Muscogee County Mental

Health Court from July 1, 2013 to June 30, 2014 and amend the

Multi-governmental Fund by $246,350.00.















A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE

CRIMINAL JUSTICE COORDINATING COUNCIL FOR A GRANT TO FUND THE MUSCOGEE COUNTY

MENTAL HEALTH COURTS AND IF AWARDED, ACCEPT $246,350.00 TO PROVIDE FUNDING FROM

JULY 1, 2013 THROUGH JUNE 30, 2014 WITH A IN KIND MATCH OF 10% AND AMEND THE

MULTI-GOVERNMENTAL FUND BY THE AMOUNT AWARDED.

WHEREAS, funds have been made available from the Criminal Justice Coordinating

Council to fund the Mental Health Courts from July 1, 2013 through June 30,

2014; and,

WHEREAS, the funds are being made available to provide support for the

operation of the Muscogee County Mental Health Courts for FY14; and,

WHEREAS, funds have been made available from the State to the CJCC to fund

Accountability Courts in the State of Georgia and the CJCC is accepting grants

request from Accountability Courts throughout the State of Georgia; and,

WHEREAS , the Mental Health Court is requesting an In-kind local match of 10%;

and,

WHEREAS, Muscogee County operates a Mental Health Court presided over by Judge

Allen and Judge Rumer, and coordinated by Kimberly Perkins, we are requesting

$246,350.00 to operate these courts July 1, 2013 through June 30, 2014.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application for a grant

to the Criminal Justice Coordinating Council to fund the Muscogee County Mental

Health Courts and if awarded accept a grant of $246,350.00 to provide funding

from July 1, 2013 to June 30, 2014 with a 10% In-kind local match and amend the

Multi-Governmental Fund by the award amount.
