MINUTES OF THE MEETING OF THE
DEVELOPMENT AUTHORITY OF COLUMBUS GEORGIA
January 5, 2006

Dick Ellis, Vice Chairman, noting that a quorum was present and proper notice
had been given in accordance with the requirements of Georgia law, called the
January 5, 2006 meeting to order.
MINUTES
Upon motion made by Stella Shulman and seconded by Allen Taber, the Authority
unanimously approved the minutes of the December 1 and December 15, 2005
meetings hereto attached as Exhibit ?A?.
FINANCIAL REPORT
Fernando Verdree reviewed the report. Upon motion made by Allen Taber and
seconded by Stella Shulman, the Authority unanimously approved the December
2005 Financial Report which is attached hereto as Exhibit ?B?.
Isaiah Hugley introduced David Arrington, new Deputy City Manager for Planning
and Development and gave some background information on him.
ECONOMIC DEVELOPMENT UPDATE ? No written report today. Becca Hardin also
welcomed David Arrington on behalf of the Chamber. She commended the city
leadership on their support with projects. There are 17 active projects. One
of these is a mega project in the region that would be huge for the State of
Georgia. An inventory of all properties and buildings in the Valley
partnership is being updated. NSA is breaking ground on the 692 acres in
Cusseta-Chattahoochee County on January 20th at 3:00pm. The Warr Spec Building
is being sold to Covan which would also like to include the 7 acres adjacent to
the building. Upon motion made by Billy Blanchard and seconded by Allen Taber,
the Authority unanimously approved including the 7 acres adjacent to the Warr
Spec Building in CEIP in the sale of the property to Covan.
Update on the Board of Assessors ? A meeting will be set up representatives of
the Board of Tax Assessors so that representatives of the Authority can (1)
emphasis how critical the incentive of 50% tax abatement is to economic
development and (2) discuss criteria for future inducements.
Upon motion made by Billy Blanchard and seconded by Fernando Verdree, the
Authority unanimously passed the Inducement Resolution in the amount of
$3,500,000 for the Covan Project in the form hereto attached as Exhibit ?C?.
Members were encouraged to go look at the developments at the Road America site
on Victory Drive. The Cosmyl building is being demolished.
PROPERTY
Dayton Preston reported that Osceola Court off Chattsworth Road is under
construction. With reference to FLBC, meetings with PCI about running sewer
through its property will resume. Selling the 100,000 sf MTP spec building
needs to be a priority.
