SUBJECT: Mental Health Courts Grants



INITIATED BY: Superior Court





Recommendation: Approval is requested to submit two grants, and if approved,

accept $250,000 from the Criminal Justice Coordinating Council for Judge

Allen's Court in the amount of $125,000 and Judge Rumer's Court in the amount

of $125,000 for operation of two Muscogee County Mental Health Courts, from

October 1, 2012 to June 30, 2013 and enter into a contract with the New

Horizons Community Service Board for services and amend the Multi-governmental

Fund by $250,000.00.



Background: The State of Georgia has provided approximately $9,383,682 to fund

Accountability Courts the funds are being provided through the Criminal Justice

Coordinating Council rather than the Administrative Office of the Courts.

These funds are to be utilized to operate the court in FY13.



Analysis: Muscogee County operates two Mental Health Courts, the first with

Judge John Allen and the second with Judge William Rumer. We are requesting a

grant of $125,000.00 for each of these courts from the CJCC to operate the

Mental Health Courts for a period of 9 months.



Financial Considerations: The City is not required to provide matching funds

to participate in this grant program.



Projected Annual Fiscal Impact Statement: The Columbus Consolidated Government

is not obligated to continue this program once the grant funds have been

expended.



Legal Considerations: The Columbus Consolidated Government is eligible to

apply for funds from the Criminal Justice Coordinating Council.



Recommendations/ Actions: Approve a resolution authorizing the City Manager to

submit a grant application and if approved, accept funds from the Criminal

Justice Coordinating Council for the operation of the Muscogee County Mental

Health Courts from October 1, 2012 to June 30, 2012 and enter a contract with

the New Horizons Community Service Board for services and amend the

Multi-governmental Fund by $250,000.00.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION TO THE CRIMINAL JUSTICE

COORDINATING COUNCIL FOR A GRANT TO FUND THE MUSCOGEE COUNTY MENTAL HEALTH

COURTS AND IF AWARDED, ACCEPT $250,000 TO PROVIDE FUNDING FROM OCTOBER 1, 2012

THROUGH JUNE 30, 2013 WITH NO LOCAL MATCH REQUIREMENT AND ENTER A CONTRACT WITH

THE NEW HORIZONS COMMUNITY SERVICE BOARD FOR SERVICES AND AMEND THE

MULTI-GOVERNMENTAL FUND BY THE AMOUNT AWARDED.

WHEREAS, funds have been made available from the Criminal Justice Coordinating

Council to the Mental Health Courts for a 9 month period day period beginning

on October 1, 2012 through June 30, 2013; and,

WHEREAS, the funds are being made available to provide support for the

operation of the Muscogee County Mental Health Courts for FY13; and,

WHEREAS, approximately $9,383,682 has been made available from the State to the

CJCC to fund Accountability Courts in the State of Georgia and the CJCC is

accepting grants request from Accountability Courts throughout the State of

Georgia; and,

WHEREAS , the Criminal Justice Coordinating Council does not require a local

match; and,

WHEREAS, Muscogee County operates two Mental Health Courts, the first with

Judge John Allen and the second with Judge William Rumer, we are requesting

$125,000.00 for each of these courts to operate for a period of 9 months from

October 1, 2012 through June 30, 2012.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application for a grant

to the Criminal Justice Coordinating Council to fund the Muscogee County Mental

Health Courts and if awarded accept a grant of $250,000.00 to provide funding

from October 1, 2012 to June 30, 2013 with no local match requirement and enter

a contract with the New Horizons Community Service Board for services and amend

the Multi-Governmental Fund by the award amount.
