SUBJECT: Installation of bollards on City Right-Of-Way



INITIATED BY: Engineering Department





Recommendation: Approval is requested to approve the encroachment for the

installation of thirteen (13) bollards, no closer than five (5') feet behind

the street curb, on the public right-of-way at 1104 2nd Avenue. This will

enhance the security for their congregation while assembled in front of the

sanctuary and protects them from the accidental/deliberate approach of cars.



Background: The Traffic Engineering Division received a letter from St. Luke

United Methodist Church, requesting a variance to the City Code requirements to

install thirteen (13) bollards, no closer than five (5') feet behind the street

curb, on the public right-of-way. This will enhance the security for their

congregation while assembled in front of the sanctuary and protects them from

the accidental/deliberate approach of cars.



Analysis: A plan showing the details for this type of bollards and the

locations along with photos are attached. The City has authorized similar type

of encroachment in the past with the condition that should the bollards ever

become a conflict with any future public improvement, the bollards shall be

removed at no cost to the City.



Financial Considerations: There are no costs to the City beyond administrative

cost for permitting and inspections.



Projected Annual Fiscal Impact Statement: There would be no impact on Annual

Fiscal Budget due this encroachment.



Legal Considerations: Council must approve all permanent encroachment into

public right-of-way.

A RESOLUTION

NO. _____

A RESOLUTION AUTHORIZING A PERMANENT ENCROACHMENT FOR INSTALLATION OF THIRTEEN

(13) BOLLARDS ON THE PUBLIC RIGHT-OF-WAY AT 1104 2ND AVENUE; SAID ENCROACHMENT

APPROVED WITH THE CONDITION THAT SHOULD THE BOLLARDS EVER BECOME A CONFLICT

WITH ANY FUTURE PUBLIC IMPROVEMENT, THE BOLLARDS SHALL BE REMOVED AT NO COST TO

THE CITY.

WHEREAS, St. Luke Church desires to enhance the security of its sanctuary from

potential vehicular attack; and,

WHEREAS, these bollards will provide more secure environment for St. Luke

congregation after their worship services or other functions; and,

WHEREAS, the Engineering and the City Attorney departments have reviewed the

details for these bollards, the proposed locations, the legality of this type

of encroachment and concur with the request, to allow a permanent encroachment

on the right-of-way of 2ND Avenue no closer than five (5') feet behind the

street curb.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That a permanent encroachment for the installation of thirteen (13) bollards,

no closer than five (5') feet behind the street curb, on the public

right-of-way at 1104 2nd Avenue is hereby authorized; said encroachment

approved with the condition that should the bollards ever become a conflict

with any future public improvement, the bollards shall be removed at no cost to

the City.
