Board Meeting Minutes

November 4, 2015

10:00 a.m.





A meeting of the Land Bank Authority Board was held on November 4, 2015, in the

Conference Room at the Land Bank Authority?s office located at 18 Eleventh

Street, Columbus, Georgia.



Members Present: Lance Hemmings Justin Krieg

Steve Anthony Patrick Coleman



Members Excused: Brad Dodds



Members Absent: Anne Hanna Merritt Carson Cummings

Call to Order/Establish a Quorum

Board Chair Lance Hemmings called the meeting to order. A quorum was present.





Approval of Minutes

A motion to approve the minutes from the Board meeting on September 2, 2015,

was made by Justin Krieg. The motion was seconded by Steve Anthony. The motion

passed.





Operational Items

Financial Update

Approximately $38,350 remains in the account.



2016 Meeting Schedule

The first meeting of the Land Bank Authority in 2016 will be held in February

with additional meetings scheduled in April, June, August, October and

December.





Business Items

Property Updates

o 2406 Winchester

Justin Krieg contacted the Tax Commissioner?s Office to indicate the LBA?s

interest in pursuing acquisition through In Rem Foreclosure. The property will

be added to the list being prepared for possible inclusion in the next tax sale

in November or December. Justin will follow-up regarding the timetable.



o 2235 Cornell Avenue

Lance Hemmings completed and returned the listing agreement to Carson Cummings.

Carson is working on behalf of the LBA to list the property for sale with

Jackie Leonard, Solid Source Realty.



Justin Krieg continues to work with the Tax Office to change the lot to a tax

exempt status similar to the other LBA properties.



o LBA Property in East Highlands

Louise Hurless (ED, Columbus Habitat) has contacted their attorney to proceed

with the proposed land swap approved in September. She will notify the LBA

once the appropriate documents are prepared to schedule the closing.



The lot at 1512 24th St has a shotgun-style house on it that needs to be

demolished. Attempts to contact DH Griffin regarding the demolition have been

unsuccessful. Steve Anthony will contact another contractor. Discussion

followed. The cost for demolition is expected to range from $5,000 to $7,000. A

demolition permit will be required and certain standards regarding lot

clearance must be followed. Steve Anthony made a motion that the LBA proceed

with the demolition with a maximum cost of up to $5,000. Justin Krieg seconded

the motion. The motion was approved.



o Possible Transfer of Property from NWC to LBA

Discussion resumed regarding the request by NeighborWorks Columbus (NWC) for

the possible transfer of property in their inventory to the LBA until such time

as NWC may be able to develop it. Rhonda Walters shared the concerns David Fox

(NWC) has regarding the proposed agreement. NWC would prefer a three year term

and would like to finalize this transfer by year end. Patrick Coleman stated

that he and Brad Dodds had reviewed the document more closely and felt that,

while it is a good document, it may be more complicated than necessary for the

LBA?s purposes at this time. They are working to draft a more stream-lined

agreement. Discussion continued. A revised draft will be prepared for approval

at the December meeting. It will include a three year term, renewable at the

LBA?s discretion, and a one page strategy outlining the proposed development

plan for the properties being transferred. If possible, the draft document will

be shared electronically for review prior to the meeting in order to expedite

completion of the transfer by the end of the year.



o Tax Commissioner?s Office

Justin Krieg continues to work toward the recapture of a portion of the

property taxes collected on property conveyed by the LBA (as stipulated in

Ordinance No. 12-40). All necessary information has been submitted to the Tax

Commissioner?s Office.





Next Meeting

The next Land Bank Authority Board Meeting will be on Wednesday, December 2nd,

2015.
