I. RETIREE INSURANCE PLAN:
Approval is requested to modify the Medicare eligible health plan
benefits and the United Healthcare Medicare Advantage PPO plan by raising the
out of pocket maximum from $1,000 to $1,500. The monthly rates increase from
$137.92 a month to $140.03 for the City subsidized retiree group and an
increase from $183.89 a month to $186.70 for the unsubsidized retiree group.
The changes will become effective January 1, 2016.
II. WESTVILLE - EXTENSION OF MEMORANDUM OF AGREEMENT:
Approval is requested to enter into an amended Memorandum of Agreement
with Historic Westville, Inc. to extend the time frame to begin normal
operations of the Living History Museum for an additional one year. An
extension is being requested to allow site and architectural design to continue
until conveyance of the property is required within the next year. The one
year extension will expire on August 31, 2016.
III. CONDEMNATION ON PARCEL 7 FOR THE WYNNTON ROAD MASTER PLAN - PHASE 1:
Approval is requested for the acquisition of Parcel 7, 2300 Wynnton
Road for the Wynnton Road Master Plan - Phase I, from Cedar Avenue to Hilton
Avenue/13th Street, Muscogee County totaling 237.09 sg.ft. +/- for Right of
Way and 767.67 sq. ft. +/- Permanent Easement for County Road and/or Municipal
Street purposes, and authorizing the filing of a Declaration of Taking. This
project is funded 80% by GDOT and 20% by Midtown Incorporation. The City will
be responsible for service and upkeep after completion of the project.
IV. CONDEMNATION ON PARCEL 21 FOR THE WYNNTON ROAD MASTER PLAN - PHASE 1:
Approval is requested for the acquisition of Parcel 21, 2510 Wynnton
Road for the Wynnton Road Master Plan - Phase I, from Cedar Avenue to Hilton
Avenue/13th Street, Muscogee County totaling 1,249.02 sq. ft. +/- for a
Permanent Easement for County Road and/or Municipal Street purposes, and
authorizing the filing of a Declaration of Taking. This project is funded 80%
by GDOT and 20% by Midtown Incorporation. The City will be responsible for
service and upkeep after completion of the project.

V. CONDEMNATION ON PARCEL 33 FOR THE ROUNDABOUT AT FORT BENNING ROAD, CUSSETA
ROAD AND BRENNAN ROAD:
Approval is requested for the acquisition of Parcel 33, 3812 Cusseta
Road for the Roundabout at Fort Benning Road, Cusseta Road & Brennan Road,
Muscogee County totaling 5,667.654 sq. ft. +/- for Right of Way and 4,935.222
sq. ft. Permanent Easement +/- for County Road and/or Municipal Street
purposes, and authorizing the filing of a Declaration of Taking. This project
is 100% city funded and the city will be responsible for service and upkeep
after completion of the project.
VI. LEASE AGREEMENT - 450 BRENNAN ROAD:
Approval is requested to lease the building at 450 Brennan Road for
$308 per month for a one year period to Reggie Automotive for a mechanic shop.
The tenant will be responsible for all maintenance and maintaining insurance.
The City Inspections and Codes Department conducted an inspection of the
building and found it to be in compliance.
VII. PROPERTY PURCHASE - 1030 FORT BENNING ROAD:
Approval is requested to execute the Sales Contract for the purchase of
property located at 1030 Fort Benning Road with a fair market value of $105,000
which allows the City to assemble a large tract of land for future educational
and redevelopment purposes by the Muscogee County School District per the MOU
between the City and Muscogee County School District. The property will be
purchased with Enterprise Zone SPLOST funds.
VIII. CURVES DONATION OF EXERCISE EQUIPMENT TO PARKS AND RECREATION:
Approval is requested to accept various exercise equipment being
donated by Curves in Cataula, Georgia which will be placed in various
Recreation and Senior Centers weight rooms for all participants to use.

IX. MUSCOGEE COUNTY EMERGENCY SHELTERING AGREEMENT:
Approval is requested to enter into an agreement with Georgia Emergency
Management Agency that will provide emergency evacuation shelter equipment and
other items for the support of hazardous emergency missions in the
Columbus-Muscogee County area.
