MINUTES # 05-10



The Columbus, Georgia, Board of Tax Assessors met Monday, February 8, 2010 at

9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor Ann

Grantham and Assessor Pat Hunter present. Also present was Chief Appraiser

Betty J. Middleton.



Assessor Ann Grantham made the motion to approve Min#04-10. Assessor Lawton

Grantham seconded the motion. Motion carried unanimously.



The Board also reviewed and approved the following VA letters of application

for VA homestead exemptions for 2010:



Campbell 089 031 030

Smith 087 037 014

Mitchell 116 005 008

Kelly-Richardson 093 012 088



Mr. Graham had an appointment to appear before the Board of Tax Assessor;

however, he called to reschedule his appointment at a later date.



Met with Mr. Wright regarding his personal property account # A0323491. Mr.

Wright stated he purchased an airplane in 2008 and was told by different people

that the Tax Assessors? Office would get the information on the plane and there

was no need for him to file a return on the plane. The information was picked

up off the FAA records and Mr. Wright was mailed a tax return, which was not

received back in this office. A value was placed on the account and included in

the NOD digest with a 10% non-filing penalty in accordance with Georgia Code

48-5-299. Mr. Wright requested the Board to relieve the penalty for late

filing. The Board advised Mr. Wright that all property should be returned for

taxation in the first year after purchase. The Board also informed him that he

would receive correspondence from this office. Decision was delayed.



Mr. Hathaway had an appointment to appear before the Board of Tax Assessor;

however, he called and cancelled his appointment.

Met with Residential Division Manager Bob O?Brien to discuss and review

decisions concerning BOE cases. He had concerns regarding the adjustments made

on 18 residential properties. After reviewing each parcel individually the

Board narrowed it down to six properties, which they want to appeal to Court,

each with an adjustment greater than 15%.



Met with Commercial Division Manager Linda King, reviewed and approved the

following:
