MINUTES OF THE MEETING OF THE

DEVELOPMENT AUTHORITY OF COLUMBUS GEORGIA

June 21, 2007



MEMBERS PRESENT

Billy Blanchard, Dick Ellis, Bob Gilson, Allen Taber, Fernando Verdree



MEMBERS ABSENT: Carmen Cavezza, Stella Shulman



ALSO PRESENT

Steve Allen, Becca Hardin, Dayton Preston, Brian Sillitto, Ed Sprouse, Jim

Wetherington, Katherine Kelly



Bob Gilson, Chairman, noting that a quorum was present and proper notice had

been given in accordance with the requirements of Georgia law, called the July

21, 2007 meeting to order.



LEGAL ISSUES

1. Upon motion made by Billy Blanchard and seconded by Dick Ellis, the

Authority approved the Bond Resolution for Place Properties Oxbow Meadows

Project with the qualification that the Authority does not take ownership of

the property until it has been approved by all environmental agencies to the

satisfaction of the City and the Authority is released of any environmental

liability.



2. Upon motion made by Dick Ellis and seconded by Fernando Verdree, the

Authority unanimously approved the Bond Resolution for the Cessna Aircraft

Project in the amount of $24,000,000.



3. Upon motion made by Dick Ellis and seconded by Billy Blanchard, the

Authority unanimously approved a Quit Claim Deed from Russell Corporation for a

turning lane on Chattsworth Court in the form attached hereto as Exhibit ?A?.



4. Upon motion made by Fernando Verdree and seconded by Allen Taber, the

Authority unanimously approved a Quit Claim Deed authorizing the reconveyance

of property back to Georgia Crown.



5. Upon motion made by Allen Taber and seconded by Billy Blanchard, the

Authority unanimously approved the reassignment of the Leasehold Interest for

Columbus Park Crossing as changed. (see June 12, 2007 Minutes)



There is still a need to get an evaluation of the economic benefits of hotels,

multifamily housing, motels, and commercial projects from Columbus State

University or maybe Georgia Tech.



There being no further business, the meeting was adjourned.
