SUBJECT: Governor's Office of Highway Safety (GOHS) Grant



INITIATED BY: Sheriff's Office





Recommendation: Approval is requested to submit an application and ,if

approved, accept a GOHS grant for the acquisition of one (1) Intoxilyzer 9000

breath alcohol testing instrument for the Muscogee County Jail and to amend the

Multi-Governmental Fund by the amount of the award; there is no local match

requirement.



Background: In 2013 the Criminal Justice Coordinating Council provided

funding through the JAG program {42U.S.C.3751 (a)} to assist law enforcement

agencies within Georgia with a mandated transitioning program. The mandate

requires law enforcement agencies to replace their existing Intoxilyzer 5000

instrument with the Intoxilyzer 9000 instrument. The Muscogee County Sheriff's

Office / Jail Bureau, who maintains the Intoxilyzers for multi agency breath

alcohol testing, was not selected for the 2013 JAG grant award (C.M.03-26-13,

#106-13). In March 2014 the GOHS selected Muscogee SO for an award

solicitation application.



Analysis: The Georgia model Intoxilyzer 5000 was originally approved as the

sole instrument for measuring subjects' breath alcohol concentration throughout

Georgia since 1995. The demand for technologically advanced instruments

warranted a replacement. After comprehensive testing and evaluation, the Intox

9000 was selected as the successor.



Financial Considerations: If selected, GOHS will award the Muscogee County

Sheriff's Office a maximum of $8,000 to purchase one Intoxilyzer 9000. This

amount will purchase the instrument, delivery system, printer, and calibration.



Projected Annual Fiscal Impact Statement: During the first year the

Intoxilyzer 9000 will be covered by factory warranty. Annual consumables

(mouth pieces, etc) are budgeted in the Sheriff's Office general operating

budget.



Legal Considerations: None.



Recommendations/ Actions: Approval is requested to apply for, and accept, the

GOHS grant award to purchase an Intoxilyzer 9000 instrument during the

designated award period.

A RESOLUTION AUTHORIZING A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION, AND

IF APPROVED, ACCEPT UP TO $8,000 FROM THE GOVERNOR'S OFFICE OF HIGHWAY SAFETY

(GOHS) GRANT FOR ACQUISITION OF ONE INTOXILYZER 9000 INSTRUMENT, AND AMEND THE

MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE AWARD. THERE IS NO LOCAL MATCH

REQUIREMENT.

WHEREAS, the GOHS announced a 2014 grant assistance program for assisting

Georgia law enforcement agencies with a mandated Intoxilyzer 9000 instrument

transition; and,

WHEREAS, the Sheriff's Office is eligible to receive a GOHS grant not to exceed

$8,000 for the purchase of one Intoxilyzer 9000 during the 2014 award period.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application, and if

approved, accept a maximum GOHS grant award of $8,000 for the Sheriff's Office

to purchase one Intoxilyzer 9000 instrument, and amend the Multi-Governmental

Fund by the amount of the award.
