March 26, 2019

Agenda Report

TO: Mayor and Council

SUBJECT: Policies Regarding Computers and Computing Technologies

INITIATED BY: Department of Information Technology

Recommendation: Approval is requested to implement policies governing

acceptable and supportable use of computing technologies.

Background: The Department of Information Technology has developed modernized

policies relating to the use of computing technologies within the Columbus

Consolidated Government. These policies shall replace existing Personal

Computer, Electronic Mail and Internet Policies dated in the year of 1999.

After considerable research and study of policy from similar organization, the

Department of Information Technology constructed the attached policy.

The City Manager, City Attorney and the Human Resources Director have reviewed

the policies and feel they are professionally acceptable. Draft copies have

also been circulated to Department Heads and Elected Officials for their

comments and suggestions.

Analysis: Review of existing city policy regarding technology resulted in the

observation of inconsistent and outdated policy. In order to follow generally

accepted practices and to be effective in the modern technology environment

policies regarding technologies need to be updated.

Financial Considerations: There are no verifiable budgetary impacts. The gains

realized by adoption of the ordinance will result in more efficient,

productive, consistent computing environments for the employees and the

Consolidated Government as a whole.

Legal Considerations: Council must approve all policies that apply to all city

organizations and personnel.

Recommendations/Actions: Approval is requested to implement policies governing

acceptable and supportable use of computing technologies.
