II. PERMANENT EASEMENT FOR CONVEYOR OVER FORTSON ROAD:



Authorization is requested of a permanent aerial encroachment for an overhead

conveyor system into the public right-of-way of Fortson Road approximately 500

feet north of the intersection of Vulcan Plant Road to Vulcan to construct an

overhead conveyor system to transport mined material from a quarry site east of

Fortson Road to their plant location west of Fortson Road. An agenda report,

III. MEMORANDUM OF UNDERSTANDING (MOU) WITH UPTOWN COLUMBUS, INC. - GRANT FOR

CHATTAHOOCHEE RIVER RESTORATION/WHITEWATER PROJECT:



Approval is requested to enter into a Memorandum of Understanding with Uptown

Columbus, Inc., for the Chattahoochee River Restoration & Whitewater Project

for Uptown Columbus, Inc., to provide the required match of $250,000 for a

grant awarded from the Georgia Department of Transportation - Transportation

Enhancement funding in the amount of $1,000,000. An agenda report, MOU, and

IV. BROWN AVENUE BRIDGE PROJECT - CONTRACT FOR ACQUISITION RIGHT OF WAY FEDERAL

OR STATE-AID PROJECT:



Authorization is requested to execute a Contract for Acquisition of Right of

Way, Federal-Aid Project (Non-Reimbursable) for CS 2227/Brown Avenue at Norfolk

Southern Railroad (RR) & Bragg Smith Street with the Georgia Department of

Transportation (GDOT) for replacement and construction of a new Brown Avenue

Bridge Project from Martin Luther King Blvd. to Cusseta Road. An agenda report

V. ENTERPRISE ZONE TAX ABATEMENTS (BD&K FOODS, INC.)



Authorization is requested for ad valorem tax abatements on personal property

only (with the exclusion of school and general obligation debt levies) to BD&K

Foods, Inc., 600 Andrews Road, Suite 1 as specified under the Enterprise Zone

VI. NORFOLK SOUTHERN RAILWAY COMPANY CONSTRUCTION AGREEMENT:



Authorization is requested to execute a construction agreement with Norfolk

Southern Railway Company for the required work to construct a 10' x 8' box

culvert within the railroad right of way as part of the 6th Avenue and Side

Street Flood Abatement Project for the estimated cost of $271,669. An agenda

1. Muscogee Technology Park Recycle Center Infrastructure

Scope of Bid

The work shall consist of constructing an extension to Pine Grove Road

approximately 1200 linear feet in an easterly direction with all noted drainage

structures, all in accordance with the designated plans and specifications.

The work shall also include the installation of water mains and a force main

sewer. The Contractor shall be required to maintain public access to the

City?s Pine Grove Landfill.

1. Respirators, 3M FR-M40B

Provide 3M FR-M40B Respirators, 3M CN/CS P100 CP3N Filters, Blackhawk Omega

Holster and Pouch System for the Respirators and 3M Online Medical

Evaluations. Columbus Police Department will utilize the equipment. The 3M

brand is the standardized respirator for the Columbus Police Department;

therefore, the City will only consider bids for 3M products for this

procurement.

1. Retail Space for Park and Ride at the Talbotton Road/Manchester Expressway

Locations (Re-Bid) (Annual Contract) ? RFP No. 12-0005

Scope of RFP

The Columbus Consolidated Government seeks a retail/service business to occupy

space within the new (Rails-to-Trails) Park and Ride locations. The buildings

are located at 3690 Manchester Expressway and 1401 Talbotton Road (See attached

site plan). Successful respondents will provide a service or combination of

services that meet the needs of the City and surrounding market area. While the

City would prefer that the retail services be oriented around trail uses.

Suggested retail services could include but are not limited to; bike rental and

retail, convenience store (no gas sales), newsstand or other similar service.

The two locations may be leased separately.

Scope of Bid

Provide rental of tandem dump trucks on an ?as needed? basis. The trucks will

be used by the Public Services Department for various projects. The contract

term will be for three (3) years.

1. Tire Leasing Services (Annual Contract) ? RFB No. 12-00017

Scope of Bid

Provide tire leasing services to Columbus Consolidated Government,

METRA Transit System on an ?as needed basis?. Contract term shall be for two

years, with the option to renew for three additional twelve-month periods.



2. 2011 Cut and Cover Project ? 2nd Avenue and 11th Street, 17th Avenue,

and Robert E. Lee Drive ? RFB No. 12-0020

The project consists of sewer and water system improvements including but not

limited to approximately 640 feet of 8-foot by 4-foot box culvert; 315 feet of

60-inch gravity sewer; 280 feet of 42-inch gravity sewer; 220 feet of 36-inch

gravity sewer; 250 feet of 30-inch gravity sewer; 25 feet of 24-inch gravity

sewer; 25 feet of 18-inch gravity sewer; 45 feet of 15-inch gravity sewer; 80

feet of 16-inch gravity sewer; 125 feet of 10-inch gravity sewer; 75 feet of

8-inch gravity sewer; 60 feet of 6-inch water main; 440 feet of 18-inch Cured

in Place Pipe lining; 400 feet of 38-inch by 47-inch Cured in Place Pipe

lining; 55 feet of 43-inch by 54-inch Cured in Place Pipe ling; 390 feet of

54-inch Cured in Place Pipe lining; road reconstruction; erosion and

sedimentation control; and all associated restoration connections and

appurtenant work. The work will be performed at three different sites.
