MINUTES OF THE MEETING
OF
THE ANIMAL CONTROL ADVISORY BOARD
The ANIMAL CONTROL ADVISORY BOARD met WEDNESDAY, November 9, 2011, at 2:30 P.M.
at the Animal Care & Control Center.

CALL TO ORDER
Kathy McCarley welcomed Pat Biegler, Director of Public Services, and had the
board members to introduce themselves.
Kathy McCarley presented the minutes of the last meeting; Daniel Smith moved
they be approved as written; Jean McKee seconded; approval was unanimous.
Drale Short presented the ?Volunteer Handbook? to the board. She asked the
board members to e-mail her any suggestions or concerns they ay have by Monday
11/14/11.
Pat Biegler informed the board that this was just a draft until it is adopted.
The board discussed Off-Site Adoptions and Drale Short asked the board for
their input no later than November 14th.
Drale Short informed the board that the Volunteer Program was started before
she became Manager and stated she was going to reorganize this program from
ground level.
Tom Bryan stated that his concern with Off-Site Adoptions is the guarantee of
spay/neuter.
Drale Short stated of what suggestions and concerns would be sent to the City
Attorney?s office.
Bob Robins discussed with the board the availability of their Veterinarians for
spay/neuter and asked for suggestions for them to be able to employ or schedule
other Veterinarians.
Drale Short discussed with the board the donations of the Karunda beds and the
issues with them.
Drale Short informed the board of the stress the Animal Control Center staff is
under and that she had arranged for counseling for each employee.
The board discussed the ?Angel Medical Program?. Drale Short informed the
board that this was a donation fund set up for the medical care of the animals
in our facility. The board discussed other options that this program could
possibly be used for to include the rabies shots when we have a rabies clinic
for low income families.
Drale Short informed the board that our CCGTV is showing adoptable pets on
Monday evening. She states that hopefully this program will go further to
include animal behavior, and welfare of animals and education.
Drale Short informed the board we are in the process of building a 1? mile
walking trail next to our building.
Jo McDaniel asked if this shelter could raise funds.
Lucy Sheftall stated we would have to get it approved.
Drale Short introduced an ordinance change to give our officers enforcement
power to better enforce the spaying and neutering of the animals.
Lucy Sheftall informed the board that this ordinance could allow us to charge a
penalty of $25.00 when we do not receive proof of the animal being
spayed/neutered in a certain time period, as well as being cited to court and
fined up to $200.00.
Drale Short stated the board would be given the date for when the ordinance
change would go to council.
Drale Short thanked Lucy Sheftall for coming and explaining the ordinance
changes and possibilities to the board.
Kathy McCarley thanked the board members for attending and adjourned the
meeting at 3:50 PM.
