SUBJECT: Juvenile Drug Courts Mentoring and Support Services Initiative



INITIATED BY: Juvenile Drug Court







Recommendation: Approval is requested to submit an application and if

approved, accept funds from the U.S. Department of Justice, Office of Justice

Programs, Office of Juvenile Justice and Delinquency Prevention, and to amend

the Multi-governmental Fund by the amount of the grant awarded. Grant amount

is up to $300,000.00 for a 36 month period.



Background: This is a federal grant specifically for Juvenile Drug Courts that

have been in operation for at least 3 years to implement mentoring initiatives

and other support services.



Analysis: The Muscogee County Juvenile Drug Court has had a positive effect on

the juveniles and families served in particular and the community at-large in

general by reducing juvenile drug use, juvenile criminal activity and

encouraging participants to become productive members of society. Demographics

data indicates that 75% of participants come from single parent homes and would

benefit from additional positive role models and adult supervision.



Financial Considerations: This grant requires a 25% in-kind or cash match.



Legal Considerations: The Columbus Consolidated Government is eligible to

enter into a contract with U.S. Department of Justice, Office of Justice

Program, Office of Juvenile Justice and Delinquency Prevention for the funding

of this proposed grant.



Recommendations/ Actions: Approve a resolution to submit an application for,

and if awarded, accept a grant from the U.S. Department of Justice, Office of

Justice Program, Office of Juvenile Justice and Delinquency Prevention, for the

operational purposes of the Juvenile Drug Court program to establish a

mentoring program to provides additional support services to non-violent youth

with substance abuse issues, and to amend the Multi-Governmental Fund by the

amount of the grant awarded.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND, IF AWARDED, ACCEPT UP TO

$300,000 IN GRANT FUNDS FOR A PERIOD OF 36 MONTHS WITH A LOCAL IN-KIND MATCH OF

25% FROM THE U.S. DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS, OFFICE OF

JUVENILE JUSTICE AND DELINQUENCY PREVENTION FOR THE JUVENILE DRUG COURTS

MENTORING AND SUPPORT SERVICES INITIATIVE AND TO AMEND THE MULTI-GOVERNMENTAL

FUND BY THE AMOUNT AWARDED.

WHEREAS, funds have been made available by the U.S. Department of Justice,

Office of Justice Programs, Office of Juvenile Justice and Delinquency

Prevention for the purpose of enhancing juvenile drug courts by developing and

establishing a comprehensive support service initiative that would include

mentoring and other support services to serve substance abusing youth who are

assigned to the juvenile drug court program; and,

WHEREAS, the Juvenile Drug Court has been in operation for 10 years and serves

non-violent youth with substance use disorders who come into contact with the

juvenile justice system and 75% of the youth reside in single parent homes; and,

WHEREAS, this is a competitive grant with a dollar amount of up to $300,000.00

with a local inkind or cash match of 25% for a period of 36 months.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application and, if

approved, accept up to $300,000.00 from the U.S. Department of Justice, Office

of Justice Programs, Office of Juvenile Justice and Delinquency Prevention for

operational expenses, or otherwise awarded, and to amend the Multi-Governmental

Fund by the amount of the grant awarded.
