MINUTES # 36-09
The Columbus, Georgia, Board of Tax Assessors met Monday, October 5, 2009 at
9:00AM with, Chairman William Braxton, Assessor Lawton Grantham, Assessor
Richard Stallings, and Assessor Pat Hunter present. Also present was Chief
Appraiser Betty J. Middleton. Assessor Ann Grantham was absent
Assessor Richard Stallings made the motion to approve Min#35-09; Assessor
Lawton Grantham seconded the motion. Motion carried unanimously.
Assessor Pat Hunter made the motion to excuse Assessor Ann Grantham; Assessor
Richard Stallings seconded the motion; motion carried.
The Board signed assessment corrections for real estate.
Met with Mr. Baker, Mr. Wang and Mrs. Soerries regarding the removal of
homestead exemption for PID 086 045 023 for 2007. Mr. Wang?s homestead
exemption was removed when his tax bill came back with an out of town address
by label from the USPS. Mr. Baker provided a letter from the USPS stating they
had no record of an address change for Mr. Wang, he also furnished copies of
utility activity statements showing no break in services and a letter from Mr.
Wang?s church that he has served continuously since 1991. After discussion
Assessor Lawton Grantham made the motion to reinstate the homestead exemption
as of 2007; Assessor Richard Stallings seconded the motion; motion carried.
Mr. Clouatre representing the Tax Commissioner?s Office joined the meeting
concerning PID 086 045 023 at 9:23AM.
Met with Atty Lomax and Res Div Mgr Bob O?Brien regarding PID 170 001 019 and
019H appealed to Binding Arbitration. Mr. Lomax apprised the Board of their
options regarding the furnished appraisal and his action plan. Mr. Lomax also
said he had received a verbal settlement offer from the taxpayer?s attorney.
The Board told Mr. Lomax to proceed with their options.
Met with Residential Division Manager Bob O?Brien, reviewed and approved the
following:

The Board and Com Div Mgr Linda King discussed at length a letter they have
received from Mr. Ellis with the Development Authority. The Board requested Com
Div Mgr Linda King to write a letter to the Development Authority requesting
the information needed from them for the Boards? review in making their
decision on the Development Authority?s request.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:
Bond Issues: 5
Com Div Mgr Linda King provided the Board with a draft of the letter to the
Development Authority they had requested her to compose. They gave her a few
pointers and approved the letter.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
Appeals: 1(-) Assessment
Corrections: 5(-)
