SUBJECT: Intelight MaxTime Signal Software Deployment
INITIATED BY: Department of Engineering
Recommendation: Approval is requested for the acceptance of services,
software and equipment from Georgia Department of Transportation (GDOT) in
order to upgrade the City's signal system to Intelight MaxTime software.
Background: GDOT has initiated a program to upgrade state and local
signal systems throughout the state to Intelight MaxTime software. A
representative from GDOT made a presentation at Council on October 31, 2017
about the program and the implementation at the Flat Rock Road/Kitten Lake
intersection. Staff has been working with GDOT and their consultants to
determine what would be needed to implement throughout the City.
Analysis: MaxTime/Maxview collects data at the intersections every 10th
of a second and allows someone to analyze the data to look at how the signal is
operating, look at timing plans and troubleshooting equipment. It will send
alerts when the signal goes into flash or when certain equipment is not
functioning properly. GDOT also provides oncall technical assistance for the
software. GDOT will upgrade any CPU's and power supplies as required to run
the software. Training is provided for staff on the operation and maintenance
of the system. GDOT and staff will be able to access a server to monitor and
make adjustments to the system remotely. GDOT is providing 4G routers and
cellular service to all signal systems not connected with fiber. The
spreadsheet provides outlines the proposed schedule for implementation.
Financial Considerations: There is currently no expected cost to the City.
Projected Annual Fiscal Impact Statement: City staff will continue to operate
and maintain the system.
Legal Considerations: All grant services require Council approval.
Recommendations/Actions: Approve the acceptance of services, software and
equipment from Georgia Department of Transportation (GDOT) in order to upgrade
the City's signal system to Intelight MaxTime software.

A RESOLUTION AUTHORIZING THE ACCEPTANCE OF SERVICES, SOFTWARE AND EQUIPMENT
FROM GEORGIA DEPARTMENT OF TRANSPORTATION IN ORDER TO UPGRADE THE COLUMBUS
SIGNAL SYSTEM TO INTELIGHT MAXTIME SOFTWARE.
WHEREAS, the Georgia Department of Transportation (GDOT) has offered to donate
services, software and equipment in order to upgrade the City's signal system
to Intelight MaxTime software; and,
WHEREAS, this upgrade will come at no cost to Columbus except the use of City
staff to maintain and operate the system on an ongoing basis;
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager or his designee is hereby authorized to accept the
donation of services, software and equipment from DOT to upgrade the Columbus
signal system to Intelight MaxTime Software.
