SUBJECT: PATH Foundation, Inc. Master Agreement



INITIATED BY: City Manager?s Office





Recommendation: Approve the Master Agreement with the PATH Foundation, Inc.

(?PATH?) for the design, planning and development of greenway trails for the

Columbus Consolidated Government.



Background: The Community Foundation initiated an opportunity with PATH to

promote walkability, bikeability and livability in Columbus. PATH is a

non-profit 501(c)3 corporation. The Community Foundation was introduced to

this group as a resource and began exploring how PATH could impact Columbus.

Here in Columbus, the newly formed Friends of the Columbus Greenway Trail Fund

has been established with the Community Foundation and has signed PATH to

design a trail system that connects our existing Riverwalk & the Fall Line

Trace. The planning phase is already fully funded via anonymous donations.

PATH is most well known for their Atlanta-based trails: the Atlanta Beltline,

Silver Comet Trail, Chastain Park Trail and Stone Mountain Trail. They are

currently working on the Carrollton Greenbelt.



Analysis: The execution of the Master Agreement does not commit the City to

any funding requirement. Each project agreement will be executed and approved

by Council with funding identified for each project.



Alternatives: The agreement with PATH provides for opportunities to expand our

trail system thru a public/private partnership.



Financial Considerations: The Master Agreement does not require any funding.



Legal Considerations: Council must approve the Master Agreement to establish

the relationship with the PATH Foundation, Inc.



Recommendations/Actions: Approve the Master Agreement with the PATH

Foundation, Inc. (?PATH?) for the design, planning and development of greenway

trails for the Columbus Consolidated Government.











A RESOLUTION

A RESOLUTION AUTHORIZING TO APPROVE THE MASTER AGREEMENT WITH PATH

FOUNDATION, INC., TO PLAN, DESIGN AND BUILD GREENWAY TRAILS IN COLUMBUS,

GEORGIA.



WHEREAS, the Columbus Council has determined that the presence of a greenway

trail network throughout Columbus, Georgia will provide an alternative

transportation system which will enhance the air quality, reduce highway

congestion, reduce fossil fuel consumption, promote health and public safety,

and generally improve the quality of life in Columbus, Georgia; and,



WHEREAS, the Columbus Council has further determined that the

enhancement of the greenway trail system will promote economic development,

appreciation of property values, and tourism in Columbus; and,



WHEREAS, the PATH Foundation is a non-profit 501(c)3 corporation for

the purpose of planning, designing, and building a network of greenway trails

in Atlanta and other Georgia communities.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to approve the Master

Agreement with PATH Foundation, Inc. to plan, design, and build greenway trails

in Columbus, Georgia. No funding is required for the Master Agreement.
