SUBJECT: MOU for the Development of a New Road Between Garrett and
Macon Roads
INITIATED BY: Planning Department
Recommendation: Approval is requested to enter into a Memorandum of
Understanding (MOU) with the development partnership of Thayer, Burgin, and
Willis, for the construction of a two lane roadway between Garrett and Macon
Roads.
Background: Due to the potential increase of residential development in the
area around Garrett Road and Macon Road (U.S. 80), in the area commonly known
as the Panhandle area of the community, the city is seeking ways to provide an
outlet to other roadways in the immediate vicinity. Developers Thayer and
Burgin have formed a partnership with plans to develop a joint residential
Planned Unit Development (PUD) on property owned by both companies, between
Lynch/Garrett Roads and Macon Road. Both properties could be developed as
standard subdivisions. However, the use of the PUD is advantageous to both the
city and the developers, in that it offers a way to develop new internal
roadways, without impacting existing roadways. To accomplish this, the city
has asked that the developers to consider constructing a new east-west roadway
just north of their property to provide greater access to their development,
while offering access to the Garrett Creek/Pines neighborhoods being developed
by Willis Plantation (Erickson). Willis Plantation owns the portion of the
land needed for the new roadway and would benefit from this project by
providing new access points to its developments.
The two lane roadway would begin at Lynch/Garrett Roads and travel east to the
existing driveway that currently provides a right of entry for Precision
Components International (PCI). The Development Authority of Columbus has also
expressed an interest in constructing an internal roadway system that would
serve property it currently owns just north of PCI, and has a potential
connection at this right of entry.
Analysis: The development of this roadway would provide for additional access
to the existing and planned neighborhoods in this area.
Financial Considerations: The developers will be responsible for all
engineering and other design costs associated with this roadway. The city will
provide funding for the construction of the road, not to exceed $2,000,000 in
Columbus Building Authority Lease Revenue Bonds, Series 2010 recently approved
by the City Council.
Legal Considerations: The MOU has been reviewed and approved by the City
Attorney.
Recommendations/ Actions: Approve the resolution authorizing the City Manager
to enter into a Memorandum of Understanding (MOU) to develop a new road between
Garrett and Macon Roads.

A RESOLUTION AUTHORIZING THE CITY MANGER TO ENTER INTO A MEMORANDUM OF
UNDERSTANDING WITH FOR THE DEVELOPMENT OF A NEW ROAD NEAR THE GARRETT AND MACON
ROAD AREA
WHEREAS, due to the potential increase of residential development in the area
around Garrett Road and Macon Road (U.S. 80), in the area commonly known as the
Panhandle area of the county, the city is seeking ways to provide an outlet to
other roadways in the immediate vicinity; and,
WHEREAS, the city has proposed to develop a new east-west roadway in
partnership with local developers that would connect Garrett Road with Macon
Road and provide additional access to this area without impacting the existing
roadway system; and,
WHEREAS, the City Council has providing funding for projects of this type
through its recent approval of the Columbus Building Authority Lease Revenue
Bonds, Series 2010.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into a Memorandum
of Understanding with the development partnership of Thayer, Burgin, and
Willis, for the construction of a two lane roadway between Garrett and Macon
Roads. All engineering and other design related costs shall be the
responsibility of the development partnership, with the construction of the
roadway to be the responsibility of the city at a cost not to exceed
$2,000,000.
