SUBJECT: Bright from the Start



INITIATED BY: Parks and Recreation







Recommendation: Authorize the City of Columbus to continue acceptance of

funds from The Department of Early Child-care and Learning Bright From the

Start, for reimbursement of snacks provided for After School program and meals

served to Summer Lunch participants for the fiscal years 2007 and 2008. There

are two grants to be received from Bright From the Start; the snack

reimbursement grant of approximately $80,000.00 and the Summer Food Service

Program grant for approximately $500,000.00 (summer food service program).



Background: These programs are designed to offer nutritious lunches and

snacks daily to the youth of Columbus enrolled in established recreation

programs in the city of Columbus and any youth up to age 18 that wishes to

participate in the free lunch program during the months of May, June and July.



Analysis: Bright From the Start is funding this grant at minimal cost to the

Department of Parks and Recreation or the City of Columbus. This entity also

provides funding for the summer lunch program annually. The costs of snacks for

this program are approximately $ .67 cents per child while lunches are

approximately $2.70. The reimbursement will be approximately $ .73 cents per

snack and $3.13 for lunch, resulting in per snack cost of $.06 cents and an

overage of $.43 cents per each lunch resulting in a $.49 revenue allowance to

offset other costs incurred. Monthly expenditures for costs exceed $25,000.00;

therefore city expenditures could be reduced by an estimated 92% per month

during the City of Columbus fiscal year. These grants are a continuation of

grant funding that was received during the 2009 fiscal year and will continue

throughout fiscal year 2010.



Financial Considerations: The grant amounts are approximately $ 80,000.00 for

the Child and Adult Food Program (snack) and $500,000.00 for the Summer Food

Service Program (summer lunch). The City is not required to put up any matching

funds to participate in this grant and funding will be handled by reimbursement.



Legal Considerations: Amend the multi grant funding as needed for the SFSP and

SNCK grant reimbursements to cross over the Columbus Consolidated Government

fiscal year. This will allow continued service as well as audit reconciliation.



Recommendations/ Actions: Authorize a resolution to accept funds up to the

amounts of $500,000.00 and $80,000.00 from Bright From the Start for the

Department of Parks and Recreation to participate in the snack and summer lunch

reimbursement program grant annually July 2008 through September 2009.

A RESOLUTION AUTHORIZING THE CITY TO APPLY FOR AND ACCEPT, IF AWARDED, GRANT

FUNDS FROM BRIGHT FROM THE START IN THE FORM OF TWO GRANTS; ONE IN THE AMOUNT

OF APPROXIMATELY $500,000.00 FOR THE SUMMER FOOD SERVICE PROGRAM AND $80,000.00

FOR THE CHILD AND ADULT FOOD PROGRAM FOR AN APPROXIMATE TOTAL OF $580,000.00

WHEREAS, the Before/After School/Summer Program administered by the

Columbus Parks and Recreation Department offers activities to youth; and,



WHEREAS, the Columbus Parks and Recreation Department administers the

After School Program in various locations throughout the city during the school

year and targeted locations throughout the summer; and,



WHEREAS, the Columbus Parks and Recreation Department provides daily

nutritious meals and snacks to program participants at no significant cost to

the city; and,



WHEREAS, the need for wholesome recreational and educational activities

is offered to participants from 11:00 A.M. to 6:00 P.M. with nutritional

components included; and,



WHEREAS, the need for nutritional after school snacks and summer meals

are vital to the health and stability of all youth;



WHEREAS, both of these grant overlap fiscal years 2009/2010;



WHEREAS, both grants are sole source vended by the Muscogee County

School District Nutrition Office

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City of Columbus is hereby authorized to accept funds for the

meal and snack reimbursement program from Bright From the Start. That the Multi

Governmental Fund is amended by the amount of the grant allowing authorization

to spend funds as needed. Allow both grants to cross over the City?s fiscal

year. The Program is funded by two grants $500,000.00 for Summer lunch and

$80,000.00 for snacks approximately totaling of $580,000.00 from the state of

Georgia Department of Early Care and Learning.
