SUBJECT: Electronic Fee Payments Agreement
INITIATED BY: Juvenile Court
Recommendation: Approval is requested to enter into an agreement with
FivePoint Solutions, LLC to allow electronic payment processing of Juvenile
Court fees.
Background: Resolution 240-15, signed by Council on August 25, 2015,
authorized the purchasing of the FivePoint Solutions Case Management System.
Juvenile Court Judges order fees to be paid by parents. Currently, only cash
and money order are accepted forms of payment. FivePoints will set up a website
specific to Juvenile Court for parents to make secure on-line payments.
Analysis: Juvenile Court is requesting authorization for the City Manager
enter into an agreement with FivePoint Solutions, LLC to allow electronic
payment processing of Juvenile Court fees.
Financial Considerations: An increase of revenue from fee payments with the
availability of electronic payments is expected.
Projected Annual Fiscal Impact Statement: There will be no expenses on behalf
of the City but a convenience fee of $3 or 5% (whichever is greater) will be
charged to the individual making the payment.
Legal Considerations: Council must approve this agreement.
Recommendations/ Actions: Approve a resolution for the City Manager to enter
into an agreement with FivePoint Solutions, LLC to allow electronic payment
processing of Juvenile Court fees.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH
FIVEPOINT SOLUTIONS, LLC TO ALLOW ELECTRONIC PAYMENT PROCESSING OF JUVENILE
COURT FEES.
WHEREAS, the Juvenile of Columbus/Muscogee County is currently only accepting
cash and money order payment; and,
WHEREAS, requests to make payments using a debit/credit card are frequently
received; and,
WHEREAS, FivePoint Solutions Accountability Court Case Management System
software was purchased pursuant to Resolution 240-15; and,
WHEREAS, FivePoint Solutions, LLC will create a website specific to Juvenile
Court for parents to make secure payments online; and,
WHEREAS, the initial term of the agreement shall be for twelve months and shall
automatically renew for twelve months on an annual basis thereafter. Either
party shall have the right to terminate the service with thirty (30) days
written notice.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into an agreement with
FivePoint Solutions, LLC to allow electronic payment processing of Juvenile
Court fees.
