AN ORDINANCE AMENDING ORDINANCE NO. 16-17, THE BUDGET FOR THE FISCAL YEAR 2016,

BEGINNING JULY 1, 2016, AND ENDING JUNE 30, 2017, FOR CERTAIN POSITIONS OF THE

CONSOLIDATED GOVERNMENT OF COLUMBUS, GEORGIA; AND FOR OTHER PURPOSES.

THE COUNCIL OF COLUMBUS, GEORGIA HEREBY ORDAINS, AS FOLLOWS:

SECTION 1.

Ordinance No. 16-17 and the Position Classification Plan are hereby

amended, effective December 31,2016, to add the following reclassifications:





Job Title: Zoning Technician to GIS Technician

Pay Grade/Salary: From G10 - $27,716.96 to G14A - $33,770.43





SECTION 2.



All ordinances or parts of ordinances in conflict with this ordinance

are hereby repealed.

15th day of November, 2016; introduced a second time at a regular meeting of

said Council held on the 6th day of December, 2016, and adopted at said meeting

SUBJECT: Inspections & Codes Department - Reclassifications

Recommendation: Approve an ordinance reclassifying one position in the

Inspections & Codes Department effective December 31, 2016.



Background: The reclassification of the Zoning Technician Position to a GIS

Technician is being driven by the Inspections and Codes Department receiving a

grant from ESRI and Leica Geosystems that provides the department with new

software and hardware. The intent of the joint program is to supply governments

with the tools to succeed as they implement progressive methods to streamline

workflows. By providing technology, training, and technical support grants,

ESRI and Leica Geosystems aim to inspire legislative bodies to devise

transformational approaches to improving the efficiency of mobile fieldworkers.



As innovative ideas from the government community are brought forward for

solving real-world problems, the best applications will be those of universal

appeal and the ability to be shared between governments through an open

exchange hub. The challenge's grant winners will be thought-leading governments

that have plans in place to jump-start projects such as facility inspections,

emergency reporting, asset inventory, environmental management and monitoring,

efficient employee routing, code enforcement, population and housing

enumeration, mosquito abatement, and/or sign inventory.



Analysis: The reclassification of a Zoning Technician (G10A) to a GIS

Technician G14A will be funded by salary savings of a retired employee and the

existing salary savings from the unfilled Zoning Technician position.



Financial Considerations: There is no financial impact from the

reclassifications.



Projected Annual Fiscal Impact Statement: The reclassifications along with the

salary savings result in no change to the budget.



Legal Considerations: An ordinance is required to reclassify a position.



Recommendations/Actions: Approve an ordinance reclassifying one positions in

the Inspections & Codes Department effective December 31, 2016.
