PLANNING ADVISORY COMMISSION MEETING

August 19, 2009



A meeting of the Planning Advisory Commission was held Wednesday, August 19,

2009 in the Council Chambers on the Plaza Level of the Government Center.

CALL TO ORDER: Chairperson Scott Boyce called the meeting to order at 9:03

a.m. He explained the rezoning process to the audience.



APPROVAL OF MINUTES: July 15, 2009. Commissioner Smith made a motion to

approve the minutes for July 15, 2009. Commissioner King seconded. They were

approved unanimously.



REZONING CASES:



REZN-7-09-1768: Request to rezone 1.1 acres located at 7462 Old Moon Road.

The current zoning is Single Family Residential 1. The proposed zoning is

Residential / Office. The property will be used by Calvary Community, Inc. for

a Personal Care Home Type 2. Harlan Price is the applicant.



Mr. Daniel Stegall read the Staff Report for this case.



Future Land Use Map: It is consistent with the Future Land Use Map. It is in

Planning Area A. The Land Use Designation shows Mixed Use.



Policy Statements: N/A.



Compatible with Existing Land Uses: Yes.



Environmental Impacts: The property does not lie within a floodway and

floodplain area. The developer will need an approved drainage plan prior to

issuance of a Site Development Permit.



City Services: The property is served by all city services.



Traffic Impact: The proposed project is not expected to have a negative impact

on the transportation network.



Traffic Engineering: The site shall meet the codes and regulations of the

Columbus Consolidated Government for commercial usage.



School Impact: No school impact.



Buffer Requirement: The development shall have a Category C buffer requirement

along all property lines bordered by the SFR1 and RMF2 zoning districts. The

three options under Category C are:

20 feet with a certain amount of canopy trees, under story trees, and shrubs /

ornamental grasses per 100 linear feet.

10 feet with a certain amount of shrubs / ornamental grasses per 100 linear

feet and a wood fence or masonry wall.

30 feet undisturbed natural buffer.



Fort Benning Recommendation: None.



DRI Recommendation: None.



Attitude of Property Owners: Forty (40) property owners within 300 feet were

notified of this rezoning request. The Planning Department received no calls

regarding the rezoning request.



Conditions: None.



Additional information: None.



Harlan Price of 241 Tiger Way, Fortson, Architect for the Calvary Community,

Inc. came to the podium. This will be the second Personal Care Home for this

property. It will have 10 dementia specific units. There is a waiting list for

this service.



Chairperson Boyce asked for discussion and a motion. Vice Chairperson Hodge

made a motion to approve this rezoning request because it is consistent with

the future land use map and is compatible with existing land uses.

Commissioner Heinzelman seconded. It was approved unanimously.





REZN-7-09-1804: A request to rezone .33 acres located at 5114 Buena Vista

Road. The current zoning is Single Family Residential 2. The proposed zoning

is General Commercial. The property will be used for retail sales. Denny

Nevell is the applicant.



Mr. Daniel Stegall read the Staff Report for this case.



Future Land Use Map: It is inconsistent with the Future Land Use Map. It is

in Planning Area E. The Land Use Designation shows Single Family Residential.



Policy Statements: N/A.



Compatible with Existing Land Uses: Yes.

were notified of this rezoning request. The Planning Department received no

calls regarding the rezoning request.

Joe Denson, 8630 Jackson Road is the owner of the property. He needs the

rezoning to sell the property to Denny Nevell. He will use the property for

retail sales. Mr. Nevell was not in attendance for commissioners to ask him

questions so we took a five minute break so that Joe Denson could contact him

by phone. Wayne Evans, of Wayne Evans Auctions, representative of Mr. Nevell

came to the podium. He stated that Mr. Nevell would use the property for a

boutique.



Chairperson Boyce asked for discussion and a motion. Commissioner Heinzelman

made a motion to deny this case because the applicant was not in attendance.

However, the motion was not seconded. Commissioner Hodge made a motion to

approve this case because it is compatible with existing land uses.

Commissioner King seconded. It was approved seven (Hodge, King, Sheftall,

Calhoun, Chambers, Smith, Ford) to one (Heinzelman).
